SECOND READING OF ORDINANCE 755 - ADULT ENTERTAINMENT <br />MOTION: Mr. Henson moved, Mr. McMullen seconded, <br />and motion carried unanimously to read <br />Ordinance 755 by title only. <br />The City Clerk read Ordinance 755 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, <br />AMENDING ORDINANCE NO. 717 ENACTED FEBRUARY 17, 1992) SAID <br />ORDINANCE REGULATING THE CONCENTRATION OF ADULT <br />ENTERTAINMENT ESTABLISHMENTS, ET CETERA; ADDING A NEW <br />DEFINITION "ACHROMATIC" NOW CONTAINED THEREIN AT SECTION <br />VI (DEFINITIONS), SUBSECTION A; AMENDING THE DEFINITION OF <br />"ADULT BOOKSTORE" CONTAINED THEREIN AT SECTION VI, <br />SUBSECTION B; AMENDING SECTION XII "GENERAL <br />REQUIREMENTS /STANDARDS) BY ADDING A NEW SUBSECTION D, <br />PROVIDING FOR EXTERIOR . APPEARANCE OF ADULT <br />ENTERTAINMENT ESTABLISHMENTS; AMENDING SECTION XIII <br />(ADVERTISING) PROVIDING FOR REGULATION OF SIGNAGE; <br />PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE. " <br />The Notice of Public Hearing relative to Ordinance 755 was published in the Orlando Sentinel <br />on February 11, 1993. <br />Commissioner Sheppard stated prior to public input that he was supportive of greater distance <br />requirements, strong prohibitions against adult book and video stores, and lingerie shops with live <br />models. Commissioner Sheppard also stated he was not in favor of any new restrictions on <br />advertisement or building color. <br />Mayor Hillebrandt asked if there was anyone in the audience that wished to speak either for or <br />against Ordinance 755. The following individuals came forward: <br />1) Kenny Lester, 6500 South U.S. Highway 17 -92, Fern Park, attorney for Pinter <br />Enterprises, Inc., owners of Club Juana; was opposed to limiting adult <br />entertainment establishments to only achromatic color schemes, and any further <br />restrictions on advertising. Mr. Lester reported that his client was in favor of <br />greater distance requirements. <br />
