WHEREAS, the Casselberry City Commission considers that remedying such condition is a <br />proper matter of concern to its citizens, and is a valid and desirable public purpose, and that within the <br />City of Casselberry Central City District shall be established regulations which incorporate incentives for <br />private development to occur at increased density and intensity, with a mixture of residential and <br />commercial use, in order to further the City of Casselberry's growth and economic and social <br />development; and <br />WHEREAS, insofar as certain structures and properties within the City of Casselberry Central <br />City District will require acquisition, clearance and disposition subject to use restrictions to be formulated <br />to improve them; and other areas in the District may be susceptible to conservation and rehabilitation; the <br />Casselberry City Commission recognizes that preservation and enhancement of these areas can be enabled <br />by establishing a specific Redevelopment Area to provide a tax base; and <br />WHEREAS, The Casselberry City Commission recognizes the need to establish a taxing authority <br />in order to realize and administer tax revenues from the tax base produced within the redevelopment area, <br />and further recognizes that the preservation and enhancement of Casselberry's tax base is implicit to the <br />purposes for which a taxing authority shall be established, and tax increment financing is an effective <br />method of achieving preservation and enhancement in Casselberry's blighted areas as well as in blighted <br />areas adjacent to Casselberry in which the tax base is declining due to blight. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA AS FOLLOWS: <br />SECTION ONE. Finding of Necessity and Determination of Blight. The City of Casselberry <br />hereby authorizes a "Finding of Necessity and a Determination of Blight" within and adjacent to the City <br />of Casselberry in those areas encompassed by the Boundaries of the Central City District as depicted on <br />the "Central City District Boundaries Map" attached herewith (Attachment A). <br />SECTION TWO. Establishment of Redevelopment District and Need for Redevelopment <br />Agency_ The City of Casselberry City Commission hereby deems that the rehabilitation, conservation, <br />and redevelopment of the above referenced Central City District is necessary and is in the interest of <br />public health, safety, morals, and welfare of the residents of Casselberry and of Seminole County, and <br />finds that there is a need for a redevelopment agency to carry out community redevelopment purposes as <br />set out in Chapter 163.356 (1) of the Florida Statutes. <br />SECTION THREE. Authorization to Formulate Workable Redevelopment Program, Outline of <br />Program Components, and Intent. The City of Casselberry City Commission authorizes the formulation <br />of a "Workable Program" to prevent, remedy, and eliminate blight within the Casselberry Central City <br />District. The Workable Program shall include components of both public and private resources. The basic <br />intent of the Workable Program shall be to compel the repair and rehabilitation of deteriorated structures, <br />and the clearance and redevelopment of blighted areas in the City of Casselberry Central City District. <br />The Workable Program shall be based on the goals and objectives outlined in Attachment B of this <br />resolution. <br />SECTION FOUR. Workable Program Funding Application. The City of Casselberry shall apply <br />for funding from the Seminole County Redevelopment Trust Fund in order to pay for the formulation of <br />a Workable Program to remedy the conditions of blight in the Central City District. <br />2 <br />
