Planning & Zoning Commission/ <br />Local Planning Agency <br />December 11, 2013 <br />Page 2 <br />minimum landscape requirements there would be no tree replacement required; however, if a site did not meet the <br />minimum landscape requirements tree replacement would be required. <br />A discussion ensued regarding the cost burden for an inch for inch replacement, determination of the tree <br />size requirements for replacement, providing flexibility in the code for tree replacement and review of the current <br />landscaping requirements. <br />Mr. Sorensen read Section 3 -14.14 Voluntary Tree Planting from the City's Code which states "This Article <br />shall not be interpreted to restrict, regulate or limit the voluntary planting [of] any tree in Casselberry. The provisions <br />of this Article govern only the planting of trees which are required to be planted or retained under this Article ". <br />A lengthy discussion ensued regarding Section 3- 14.12.3, Minimum Tree Requirements, removal of dead <br />trees on undeveloped property would not require tree replacement, determining replacement requirements, <br />elimination of a tree waiver and allowing staff to make the determination for tree replacement. <br />Mr. Meadows summarized the Commission's discussion as follows: <br />1. Developed commercial properties that have a tree that is dead or diseased would require Staff <br />to review the site plan to ensure the property adheres to the landscaping. If the site does not <br />meet the site plan the property owner would be required to replace the tree based on the <br />Altamonte Springs chart that was included in the PowerPoint Presentation. The tree size on <br />the chart would be converted from caliper to dbh. <br />2. If the site meets the site plan then no tree replacement is required. <br />3. If there is no site plan for that existing site, Staff will determine if the site meets the <br />landscaping requirements as stated in the current code. If the site meets the number of trees, <br />no replacement is required. If the site does not meet the minimum number of trees, <br />replacement would be required. <br />4. Undeveloped sites are not required to replace dead or diseased trees. <br />Ms. Smith said that staff will present a draft ordinance for the Planning and Zoning Commission's review. <br />Ms. Smith thanked Mr. Guzman for his service on the Planning and Zoning Commission. <br />Mr. Meadows adjourned the workshop at 6:28 p.m. <br />Date Minutes Approved by Planning and Zoning Commission:" <br />� p <br />N <br />Joni R:xon, Secretary <br />
