An <br />ordinance to adopt an annual update to the Five -Year Capital Improvement Schedule (CIS) in the Capital <br />Improvements Element (CIE) of the Comprehensive Plan. <br />Ms. Marie Regan, Planner II, reviewed the information provided in her memorandum dated November 13, <br />2013, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department). Ms. Regan stated Staff requests the Planning and Zoning Commission acting as the Local Planning <br />Agency to review and provide a favorable recommendation to the City Commission to adopt and incorporate the <br />updated City's Capital Improvements Schedule 2014 - 2018 into the City's Comprehensive Plan. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. <br />Casselberry said he was not sure if adoption of the Capital Improvement Plan was required to be adopted into the <br />City's Comprehensive Plan, Mr. Casselberry expressed a concern that projects would be bound by the Plan during <br />difficult economic times. He suggested if the Plan is required to be adopted into the City's Comprehensive Plan it <br />should be prefaced by saying it is a conceptual plan and is only based on projected needs for maintenance and the <br />City is not bound to actually implement any of the capital improvement projects based on budgetary concerns or later <br />changes of requirements as evaluated by the City Commission. In response to Mr. Casselberry's question, Ms. <br />Smith explained that the City is required to do an evaluation and appraisal report based on the Goals and Objectives <br />within the Comprehensive Plan. Ms. Smith stated that the City is scheduled to complete that task in 2016. Ms. Smith <br />explained that the Capital Improvement Schedule was approved by the City Commission as part of the budget in <br />September and the State requires that it be attached as supporting documentation to the Comprehensive Plan. Ms. <br />Smith said that it can be adopted by ordinance and it does not need to be reviewed by the State. <br />Mr. James Fraleigh, 23 Teresa Court, Casselberry, Florida came forward. Mr. Fraleigh felt that this process <br />provides fail safe things and it makes the City inform the State of their plans. He said it gives a backup plan to <br />oversee what is going on in the community and it informs the community. <br />
