Planning & Zoning Commission/ <br />Local Planning Agency <br />September 11, 2013 <br />Page 4 <br />3. The applicant shall incorporate dock lighting into the plans prior to submitting for a building permit. This lighting <br />shall illuminate the entire length of the dock as required by Section 94 -6. <br />4. A building permit for the dock shall be obtained within 90 days of the approval and a final inspection shall be <br />obtained within 180 days of the issuance of the building permit. <br />5. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null and void. <br />Mr. Meadows asked the applicant to come forward. The applicant was not present at the meeting. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry questioned <br />the zoning district for this item and Mr. Sorensen stated that the dock is located within a residential zoning district. <br />Mr. Casselberry recommended adding posts and handrails to docks for safety reasons for periods of high water. <br />A brief discussion ensued regarding the height requirements for the dock platform, the lighting requirements for <br />docks and adding handrails and posts. Mr. Sorensen explained that the City Engineer reviews dock permits. The <br />Commission felt that the dock height was something that should be considered by the City Engineer for safety purposes. <br />Mr. Sorensen stated that staff is currently reviewing dock regulations. <br />Mr. Meadows asked for a motion to address CU 13 -10. Mr. Wadley moved that the Planning and Zoning <br />Commission approve CU 13 -10 to allow a private residential dock at 515 Queens Mirror Circle, the motion is based on the <br />staff report dated September 11, 2013, the site drawing Exhibit A attached to the staff report, the Planning and Zoning <br />Commission's findings of fact, and the five conditions of approval outlined in the staff report. Mr. Bryan seconded the motion. <br />The motion passed unanimously by voice vote. <br />Seventh Item of Business: CU 13 -11: Blast Studios. Extension of previously approved application CU 13 -07 to allow <br />for the sale of alcohol in conjunction with the operation of Blast Studio. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated September 11, 2013, to <br />the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development Department). Mr. <br />Sorensen presented a PowerPoint presentation (a copy is attached and made a part of the minutes) <br />Mr. Sorensen said Staff recommends approval of the extension request with the following conditions: <br />1. The conditional use shall be limited to the location of 922 State Road 436. <br />2. All sales and consumption of alcoholic beverages shall be on -site and indoors. <br />3. Package sales of alcoholic beverages for off -site consumption are prohibited. <br />4. Sale of alcoholic beverages shall not exceed 49% of total revenue. <br />
