Planning & Zoning Commission/ <br />Local Planning Agency <br />August 14, 2013 <br />Page 3 <br />In response to the Commission's question regarding the impact an assisted living facility would have on the first <br />responders, Mr. Sorensen stated that the City has completed an Impact Study and this project would need to pay the adopted <br />impact fees. <br />A brief discussion ensued regarding the parking requirements and the concept of using a city asset in conjunction <br />with a private developer. <br />Mr. Hale asked the applicant to come forward. Mr. Frank Ramseur, 172 West Warren Avenue, Longwood, Florida <br />came forward. Mr. Ramseur said about 4 months ago they considered developing apartments in this area but realized the <br />development would be very restricted. He said they have under contract the 5 lots at the front of the site. He said that this is <br />an infill assembly. Mr. Ramseur said they met with the City Manager and the Public Works Director and discussed possible <br />development options. He said after leaving that meeting they felt the highest and best use for the property would be an <br />upscale ACLF congregate facility. <br />He said constructing the road directly across from Button Road at the signal benefits both the City and the developer <br />and eliminates the safety issue. Mr. Ramseur felt that an assisted living facility would benefit the citizens of Casselberry, the <br />City's tax base and the community at large due to the proposed park. Mr. Ramseur said that there would be virtually no <br />impact to the environment from the standpoint of the utilization of an ACLF facility because there will be no boats and no <br />encroachment to the environmental sensitive area. He said the residents of the assisted living facility would not have any <br />access to the lake. <br />Mr. Ramseur said the assisted living facility may not be 6 stories as it is predicated on the final operator's design. He <br />said they usually run 4 or 5 stories for the type of infill they are looking to develop. <br />A general discussion ensued regarding the view of a 6 story building for the residents that live across the lake from <br />the assisted living facility. <br />Mr. Val Taylor, Aspen Engineering, 123 Savannah Park Loop, Casselberry, Florida came forward. Mr. Taylor said <br />the first plan was to build 3 duplexes and the plan has evolved to where it is now. Mr. Taylor clarified that there is no <br />exchange of land for this project. He explained that the two parcels will be platted separately. Mr. Taylor said that the park <br />and the retention pond will remain as City owned property.
