DISCUSSION REGARDING ALIGNMENT OF TRIPLET <br />LAKE DRIVE RELATIVE TO DEVELOPMENT OF CITY - <br />OWNED PROPERTIES <br />Presentation: City Manager Randy Newlon briefly reviewed the steps the Commission had taken to get to this <br />point regarding development of the City -owned properties around City Hall. He advised that the workshop <br />tonight was to discuss the proposed realignment of Triplet Lake Drive to accommodate the revisions to the site <br />plan which had been suggested for the development. He then introduced Mr. John Cunningham of ACi <br />Architects, who reviewed the current site plan and the proposed realignment for the Commission. He <br />explained each of the key elements of the proposed re- position concept, which were as follows: <br />• Relocate New Multi Family Housing away from City Park <br />• Retains Existing Public Works Building <br />• Removes Fire Admin /Sculpture Gallery Bldg Portions to Enlarge South Village Development <br />Footprint & Public Space <br />• Retains Place- making Public Plaza Connection to Concord Park <br />• No impact to Art House or City- Public Parking <br />• Maintains Traffic & Pedestrian Access, Circulation, Safety <br />• Creates a Buffer From the Residential District and Commercial Zone by Creating More of a <br />Parkway with a Center Boulevard and Trees Lining Both Sides, <br />Mr. Cunningham introduced Mr. Rick Baldocchi of Avcon, Inc., the engineering consultant firm for the <br />project, who presented a brief overview of the estimated cost difference between the old and new concepts. He <br />explained that although there would be more construction on the new concept, there would be total less <br />investment. He added that the original cost estimate was approximately $2,000,000, and the cost of the new <br />concept was estimated to be somewhere in the $1.4541.5 million range. <br />Discussion: A lengthy discussion ensued regarding the original concept and the proposed new concept <br />including concerns about the public works building; concerns aboutthe public's access and use of the park; the <br />project completion times set out in the proposed acquisition agreement; concerns that the actual finished <br />product may not look like the renderings; the amount of buildable land on the site; amount of land proposed to <br />be utilized for residential vs. commercial use; concrete vs. wood construction for the residential component; <br />expected rental cost and quality of the proposed aparments; cost of the proposed road realignment and <br />responsibility for the construction cost and maintenance; design features of the proposed apartments; and other <br />properties which had been either developed or owned by the developers. <br />Public Participation: The following individuals came forward to address this item: <br />Dr. Joel Hunter, 203 Savannah Park Loop, spoke in support of the City Center development <br />as planned. <br />Mr. John Martin, 182 Savannah Park Loop, spoke in support of the City Center development <br />as planned. <br />Mr. Kevin Tuck, 720 Legacy Park Drive, spoke in support of the City Center development as <br />planned. <br />
