CITY OF CASSELBERRY LEGISLATIVE CONCERNS <br />Commissioner Hufford and Mr. Newlon presented a brief overview of the City of Casselberry's legislative <br />concerns, which included the following issues: <br />• Police/Fire Pension Plan under chapters 175/185 Florida Statutes <br />• Communications Services Tax <br />• Community Development Block Grants <br />• Utility Rate Surcharge <br />• FRDAP (Florida Recreation Development Assistance Program) Grant <br />• Florida League of Cities Legislative Priorities <br />Discussion: Discussion ensued regarding the following issues: pension plan reform; community development <br />block grants and funding; economic development; and utility rate surcharge equities. <br />Mr. Newlon requested support for the City's FRDAP (Florida Recreation Development Assistance Program) <br />grant application for the benefit of Secret Lake Park, and also for an appropriation request for assistance to <br />fund the construction of a section of Oxford Road. <br />Commissioner Hufford advised that the City would be providing suggestions and comments to Senator <br />Simmons and Representative Castor Dentel regarding Senator Simmons' draft bill on the springs and water <br />protection issues. She added that the City would also provide the same information to both Representatives <br />Brodeur and Clelland in order to make them aware of the City's position on the proposed bill and how it would <br />affect the City. <br />Commissioner Hufford and Ms. Kathy Till, Advocacy Programs Coordinator for Florida League of Cities, gave <br />a brief overview of the Florida League of Cities' tentative legislative priorities for the upcoming year. <br />Commissioner Hufford thanked Representative Brodeur and Representative Clelland for attending, and also <br />thanked staff who assisted in preparing for the meeting. <br />7. CITIZEN COMMENTS <br />The following individual came forward: <br />Mr. John Casselberty, 700 South Lost Lake Lane, voiced concerns about ad valorem taxes <br />and their effect on the economy, noting he felt a service tax would be more beneficial as a <br />local government funding source. <br />No one else came forward. <br />
