CASSELBERRY CITY COMMISSION <br />Minutes of September 23, 2013 — Regular Meeting <br />Page 5 of 17 <br />Introduction: Resolution 13 -2532 approves a consumer price index (CPI) rate adjustment for fuel payable to <br />Waste Pro for residential solid waste collection from April 1, 2013 to September 30, 2013, decreasing the base <br />rate from $13.18 per home per month to $13.17 per home per month, based on fuel inflation data provided by <br />Seminole County. <br />Budget Impact: City charges payable to Waste Pro will decrease by $0.01 /home per month. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Resolution <br />13 -2532. <br />F. Resolution 13 -2536 — Amending the City Commission Meeting & Agenda Policies <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY <br />COMMISSION MEETING AND AGENDA POLICIES; REPEALING RESOLUTION 13 -2497; <br />PROVIDING THAT ALL CITY BOARDS WILL ALLOW PUBLIC COMMENT AT THEIR <br />MEETINGS; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Introduction: Resolution 13 -2536 amends the City Commission Meeting & Agenda Policies to be in <br />compliance with Section 286.0114, Florida Statutes, and provides that all City Boards will allow public <br />comment at their meetings except for emergency, ministerial, or quasi-judicial items. <br />Budget Impact: This item has no impact on the City's budget. <br />Recommendation: The City Manager and the City Clerk recommended approval of Resolution 13 -2536. <br />G. City Hall Restroom Renovations and Related Budget Amendment #13 -067 <br />Introduction: This item provides for consideration to allocate funding in the amount of $8,400 to facilitate <br />the renovation of a restroom in City Hall and related Budget Amendment #13 -067. <br />Budget Impact: Budget Amendment #13 -067 will transfer funding for the restroom renovations from the <br />Community Development Other Current Charges account #001 - 0210 -515 -49.00 to the Building Improvements <br />account 9001 - 0210 - 515.62 -25. <br />BA #13 -067 <br />Explanation of Request: This item seeks City Commission approval to provide funding for costs associated <br />with a construction project related to the reconstruction of an employee bathroom on the first floor of City Hall. <br />This budget amendment will provide sufficient funding for the City to acquire a contract with Wharton Smith <br />authorizing them to erect a privacy wall, eliminate an exterior door, and replace carpeting with the in the <br />existing private bathroom. <br />
