Special Invoice Report , Introduction: The Special Invoice Report policy was adopted by the Commission to streamline the financial process for approval of certain invoices, awards of bids, initial contracts and change orders on a project in excess of 5% of the total project. The following items have been received by the affected departments and are being presented for approval. Brown, Garganese, Weiss & D'Agresta, P.A. • City Attorney Services for August 2013 Invoice No. 57678 $15,218.42 Budget Impact: Funds for the City Attorney invoice are available in FY 2013 Budget Account No. 001 -0140- 514.31-01. Recommendation: The City Manager and staff recommended approval of the Special Invoice Report, as submitted. C. Resolution 13 -2530 — Florida Recreation Development Assistance Profram Grant Application for Secret Lake Park "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION RELATING TO FINANCIAL ASSISTANCE FROM THE FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM FOR THE REDEVELOPMENT OF SECRET LAKE PARK AND COMMITTING TO AMEND THE CITY'S CAPITAL IMPROVEMENT PROGRAM IF AWARDED FUNDS; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." Introduction: Resolution 13 -2530 approves submittal of a Florida Recreation Development Assistance Program (FRDAP) grant application to the State of Florida for Fiscal Year 2014/15 to provide financial assistance for the redevelopment of Secret Lake Park for a total of $150,000 (including a 25% local match in cash, materials, and in -kind services) and authorizes the Mayor to execute said document on behalf ofthe City of Casselberry. The City Commission also commits to incorporate the Redevelopment of Secret Lake Park Project into its Capital Improvement Program, should the project receive State funding. Budget Impact: There is no immediate impact to the City Budget. However, the grant requires a 25% match (cash, materials and in -kind services), and the grant is provided on a reimbursement basis. Therefore, if awarded, the City would need a future Budget Amendment to recognize the revenue and allow expenditures on a reimbursement basis. Recommendation: The City Manager and the Public Works Director recommended approval of Resolution 13 -2530.
