Community Redevelopment Agency <br />December 12, 2013 <br />Page 5 of 8 <br />Mr. Larry Adams, ACi, 955 North Pennsylvania Avenue, Winter Park, Florida came forward. Mr. Adams <br />summarized the investment. He said the study will take approximately 4 — 6 weeks to complete. He said the <br />purpose for the request is to create a more developable project and a better investment opportunity. He said there is <br />a potential for consolidation of the Fire Administration that will change the use of the building. He said that the details <br />will look at the following items: engineering, geometry, elevation, traffic circulation, pedestrian safety and to ensure <br />curb cuts interface with FDOT. He said the structure is not to go all the way but far enough to be validated and ready <br />with the drawings to go ahead with implementation. He said it is a real estate concept for the south village that <br />creates more developable area. <br />He said the money is being reinvested in public space and not in the buildings. He said the study will <br />include cost take offs on the landscaping material. Mr. Adams said the developer has agreed to share in the cost of <br />the demolition of a portion of the Public Works Building and a portion of the landscaping. <br />A brief discussion ensued regarding the CRA's purpose and the development of this land will increase the <br />City's TIF. Mr. Moore made a motion to approve the $30,000 investment in the study. Mr. Alfred seconded the <br />motion. The motion passed unanimously by voice vote. <br />Fourth Item of Business: CRA Extension — PMG Associates, Inc. <br />Mr. Kyle Dudgeon, Economic Development Planner, introduced Mr. Phil Gonot from PMG & Associates. <br />Mr. Gonot presented a PowerPoint Presentation to the Board regarding the Casselberry CRA Plan Update (a copy is <br />attached and made a part of the minutes). <br />Mr. Gonot requested direction from the Board to move ahead with the update. He said the Redevelopment <br />Plan Update will be reviewed at the January 8, 2014 Planning and Zoning Commission to ensure the Plan conforms <br />to the Comprehensive Plan. He said staff will bring back the information provided from the Planning and Zoning <br />Commission to the CRA at their January 9, 2014 meeting to hopefully make the final adoption of the Plan. Mr. Gonot <br />said that the City Commission has tentatively scheduled a workshop on January 13, 2014 to review the Plan. He <br />said if the City Commission decides to move ahead with the Plan Update, a public hearing is tentatively scheduled for <br />February 10, 2014. He said the request for the extension and the Redevelopment Plan Update will be forwarded to <br />
