Community Redevelopment Agency <br />December 12, 2013 <br />Page 4 of 8 <br />A general discussion ensued regarding the cost of the land being used in the development of the site, the <br />Commissioners current terms, citizens forming a grassroots movement to encourage the City Commission to move <br />forward with this development, developers' tension on moving forward with the project, and potential restaurant <br />developers. <br />In response to the Board's question, Mr. Newlon said at the January 13, 2014 City Commission meeting the <br />Commission will vote on the Development Agreement and agree on extended terms with a time frame to develop the <br />Construction Agreement with its budget and Master Declaration. He said the commercial developer would like to <br />have the budget done in January and he may be able to provide that to the CRA at the February CRA meeting. He <br />said the master declaration has been requested to be agreed to in February. He said those things are essential to <br />get the developers to a place to take the parcels and to begin development. <br />Mr. Newlon stated that Ms. Smith has received the boundary survey for the entire project and also has an <br />overlay district for this develop to define the terms of the development that may not be precisely consistent with the <br />current City Code. <br />A general discussion ensued regarding the development of the two potential restaurants, the City partnering <br />with the CRA in Concord Village Development and the CRA postponing its decision on the funding request for 60 <br />days. <br />Mr. McGregor asked for public comments. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, <br />Florida came forward. Mr. Casselberry questioned if this project required a Development of Regional Impact (DRI) <br />due to the size of the property being developed. Mr. Casselberry expressed a concern regarding the parking <br />requirements. <br />Ms. Smith stated that Growth Management requirements have changed extensively in the past few years. <br />She said that Legacy Park development on Seminola Boulevard was a much larger development and that did not <br />require a DRI. Ms. Smith said she didn't feel that this project would require a DRI. <br />A general discussion ensued regarding the study for the relocation of Triplet Lake Drive. Mr. Newlon said <br />everything hinges on the project budget and the political will. He said we are at a fragile point and we need to move <br />fast to hold the 3/2 majority with the City Commission. <br />
