Community Redevelopment Agency <br />November 14, 2013 <br />Page 3 of 5 <br />Mr. Gonot suggested moving forward with the Redevelopment Plan approval process which includes review by the <br />Planning and Zoning Commission and the City Commission. He suggested making the Redevelopment Plan approval <br />contingent on the extension of the CRA term. He said there is no reason to approve a new Redevelopment Plan if a ten year <br />extension is not granted. He said if a seven year extension was granted, adjustments would need to be made to the proposed <br />Redevelopment Plan. <br />Mr. Gonot said that Seminole County staff seems receptive to the extension to the City's CRA term. Ms. Smith <br />stated that the CRA motion would be to approve the documents, to move forward with the timeline and base the approval of <br />the Redevelopment Plan contingent on Seminole County granting an extension to the CRA term. <br />Mr. Gonot explained that he provided the justification for the request for an extension to the CRA term. He said that <br />he will continue to work with staff to finalize the Redevelopment Plan and it will be provided at the next CRA meeting for the <br />Board's review. <br />A brief discussion ensued regarding Tax Increment Funding (TIF) projections and that basic capital improvement <br />projects must be included in the Redevelopment Plan in order for the CRA to act on those projects. <br />Mr. McGregor opened the meeting for public comments. Mr. John Casselberry, 700 South Lost Lake Lane, <br />Casselberry, Florida came forward. In response to Mr. Casselberry's question, Mr. Dudgeon explained that the CRA agenda <br />packet is available on the City's website; however, the Redevelopment Plan is still in draft form and is not available at this time <br />on the website. <br />Mr. Casselberry questioned the time frame for the discussions for the flyover study. He said the real estate <br />marketing impact of the flyover started when serious discussions began for the flyover and it continues through completion of <br />the flyover. He said that is the length of the marketing delay and it could last over ten years. He suggested that the extension <br />request should be beyond the completion of the project and in to the marketing and to factor additional years for that much <br />vacant land. <br />Mr. Gonot said that Florida Department of Transportation (FDOT) has been planning this project for a long time. He <br />said it took time to obtain the funding. He said that FDOT started acquiring the properties in 2005 and 2006 and estimated <br />completion of the project is 2017 -2018. He said our request wanted to look at a stabilization period after the completion of the <br />work. <br />
