Fourth Item of Business: Other Business. <br />a. City Center Update <br />Ms. Sandra Smith, Interim Community Development Director, stated that the City Commission approved a <br />purchase /acquisition agreement with the potential developers for the City Center /Concord Center properties. She said that <br />the city is completing a boundary survey and plat for all city owned properties surrounding City Hall. She said based on the <br />plat, the developers will have an idea of which properties they are interested in developing. She stated the City will create lots <br />within the plat. She said the contract is formulated as such that the developers will do a "take down" process which will allow <br />the developers to provide an offer for the lots that they are interested in developing. Ms. Smith said that the City will then take <br />the developers through the site plan process. <br />Ms. Smith explained that the next step is to go through the additional processes for the "take down" and she <br />estimated that would take approximately 180 days. A brief discussion ensued regarding the development including both <br />commercial and residential. <br />A brief discussion ensued regarding the status of the Applebee's, Chik- fil -A, Waffle House, Bojangles and a Chipotle <br />and previous discussions on aggregation of properties including the Cochran Auto's site. Mr. Dudgeon stated that the City <br />was waiting on approval to piggyback a contract with Osceola County so that the City could utilize Mr. Triece's services. In <br />response to the Board's question, Ms. Smith said that she would ask Mr. Triece to look at the potential of those parcels and <br />provide some information at the next meeting. <br />In response to the Board's question regarding the status of the utility easement for the Grassy Lake project, Ms. <br />Pamela Lynch, Economic Development Coordinator, said that Bimbo Bakeries is delaying the development proceeding by not <br />having executed of the paperwork for the utility easement as of yet. She said efforts continue to obtain the required utility <br />easement so development can move forward. <br />A brief discussion ensued regarding Florida Department of Transportation (FDOT) allowing the U -Haul to remain on <br />the site until September 1, 2013. <br />A brief discussion occurred to confirm the requirement that the CRA's decisions be made at a public meeting. <br />
