RESOLUTIONS A. Resolution 14- 2561 - Amendment 44 to the General Construction Manager at Risk for Projects Less Than $2 Million Agreement with Wharton - Smith, Inc. for Construction of the Granular Activated Carbon Treatment Addition Project at the South Water Treatment Plant and Related Budget Amendment #14 -012 Resolution 14 -2561 and Budget Amendment #14-012 provide for consideration of Amendment #4 to the General Construction Manager at Risk for Projects Less Than $2 Million Agreement with Wharton- Smith, Inc. for the construction of the South Water Treatment Plant granular activated carbon (GAC) treatment addition project in the amount of $1,799,030. B. Resolution 14 -2562 - Award of Bid #Y- 140001 to Calgon Carbon Corporation for Granular Activated Carbon Filter Vessels and Media for the Treatment Addition at the South Water Treatment Plant Resolution 14 -2562 provides for consideration to award Invitation For Bid #Y- 140001 to Calgon Carbon Corporation in the amount of $817,210 for five (5) granular activated carbon filter vessels and media for the treatment addition at the South Water Treatment Plant. 10. FIRST READING OF ORDINANCES A. First Reading of Ordinance 14 -1402 - Adoption of Capital Improvement Program as Part of the City Comprehensive Plan Ordinance 14 -1402 provides for consideration on first reading to adopt the City of Casselberry's Capital Improvement Program (CIP) as part of the Comprehensive Plan. B. First Reading of Ordinance 14 -1404 - Amendments to the ULDR Article XVI, Signs Ordinance 14 -1404 provides for consideration on first reading to amend City Code of Ordinances, Part III, Unified Land Development Regulations, Article XVI, Signs, particularly related to temporary signage. 11. PUBLIC HEARINGS The purpose of a Public Hearing is to receive input regarding the item being considered. Public Hearings are not intended to be a time for the public to obtain information about the subject matter of the hearing. (Hearing Sequence: 1st - Staff, 2nd - Applicant/Requesting Party; 3rd - Public; 4th - Opportunity for brief rebuttals, if appropriate; Final - City Commission motion, discussion and action.) A. Public Hearing: Second Reading of Ordinance 13 -1400 - Amending City Code to Provide Special Magistrate Option and Eliminate Duplicative Citation Language Ordinance 13 -1400 provides for consideration to utilize a Special Magistrate as an option for the code enforcement process and to eliminate duplicative code language related to code enforcement citations. B. Public Hearing: Second Reading of Ordinance 13 -1401 - Amendment to the Official Zoning Map for Properties Located at 1815 SR 436 (Aloma Baptist Church) (ZB 13 -02) Ordinance 13 -1401 provides for consideration on second reading to amend the zoning designation of properties located at 1815 SR 436 (Aloma Baptist Church) to Planned Mixed Use — Medium Rise (PMX -MID). C. Public Hearing: First Reading of Ordinance 14 -1403 - Amendment to City Code, Chapter 86, Utilities Ordinance 14 -1403 provides for consideration on first reading of amendments to City Code Chapter 86, Utilities, to defer payment of utility benefit and connection fees or charges from the issuance of the building permit to the issuance of the certificate of completion. 12.
