CASSELBERRY CITY COMMISSION <br />Minutes of April 22, 2013 — Regular Meeting <br />Page 12 of 14 <br />Discussion: Mayor Glancy stated she had checked into the meeting times of other cities in the area and <br />provided the following meeting time information from 17 different cities for the Commission's consideration: <br />City of Longwood — 7:00 p.m.; City of Lake Mary; 7:00 p.m.; City of Oviedo — 6:30 p.m.; City of Altamonte <br />Springs — 7:00 p.m.; City of Winter Springs — 5:15 p.m.; City of Sanford — 7:00 p.m.; City of Ocoee — 7:15; <br />City of Winter Garden — 6:30 pm.; City of Winter Park — 3:30 p.m.; City of Maitland — 6:30 p.m.; City of <br />Edgewater — 6:00 p.m.; City of Deland - 7:00 p.m.; City of Deltona — 6:30 p.m.; City of Edgewood — 6:30 <br />p.m.; City of Eustis— 6:00 p.m.; City of Leesburg— 5:30 p.m.; and City of Tavares— 4:00 p.m. She expressed <br />concerns about the proposed 4:00 p.m. meeting time, stating she felt the community was used to the 7:00 p.m. <br />time and it was more convenient for the community to attend the meetings at that time. She added that she felt <br />a change to 4:00 p.m. would be too extreme. Vice Mayor Solomon stated she had also checked on various <br />other cities' meeting times, and the County met at 9:30 a.m. Mayor Glancy explained she had not included <br />large cities or the County, as those commissions were full -time positions. Vice Mayor Solomon advised she <br />did not have a strong opinion and was fairly neutral on the subject of the meeting time and would go along <br />with what the rest of the Commission felt was an appropriate time. Lengthy discussion ensued regarding <br />whether an earlier time would be more efficient use of staff time and would make the Commission more <br />accessible to the business community. Potential issues with the order of agenda items were also discussed. <br />Commissioner Hufford suggested that citizen comments had been at the end ofthe agenda in the past, and with <br />the time change she felt it would be a good idea to go back to that, so citizens could comment on the items <br />heard earlier in the agenda. She also felt that any time change should be made on a trial basis and re- evaluated <br />in six months. Commissioners Aramendia and Fry were in favor of a 4:00 p.m. meeting time and felt that it <br />was a better time for engaging with business professionals, would make it easier for staff and would be a more <br />efficient use of staff time. Commissioner Fry added that in his experience no matter what time the meetings <br />are, people will attend if there are issues in which they are interested that are being addressed. <br />Additional discussion ensued regarding what kind of public notice would be necessary to make a change to the <br />meeting time. It was suggested that a notice be advertised in the Orlando Sentinel; a notice be posted on the <br />City's website; an email blast be sent out to the recipients of the City's newsletter; an announcement be <br />included on the utility bills; and an announcement be made at any meetings held prior to implementation ofthe <br />new meeting time. Ms. Gardner advised that if the Commission agreed to a meeting time change she would <br />consult with Ms. Reischmann about proper wording for the notice, and would work on proposed options for <br />the order of the agenda. <br />MOTION: Commissioner Aramendia moved to change the meeting time for regular <br />Commission meetings from 7:00 p.m. to 4:00 p.m., with proper notice being <br />given to the public, and commencing on June 10, 2013. Motion was seconded <br />by Commissioner Fry. Motion carried 3 -2 by voice vote (Mayor Glancy and <br />Vice Mayor Solomon dissenting). <br />• Advised that there was a pending legislative bill which would support the City's desire to prohibit <br />smoking in its parks. <br />• Reported that the Plaintiff had moved for a summary judgment in the golf course litigation and that the <br />hearing was set for late May. She advised that the motion was only on the issue of the City's forfeiture <br />rights and not on the legality of the actual restrictions on the use of the golf course. <br />
