"Excluded Subdivisions" means those subdivisions within the City that pay Progress Energy directly for street lighting services provided therein, which include: Antigua Bay; Birchwood Landings; Branch Tree; Brittany Gardens; Carmel By The Lake; Cassel Creek Townhomes; Casselwood Apartments; Field Club; Hidden Pines Apartments; Howell Branch Station Apartments; Hunters Chase; Lago Vista; Lake Griffin Estates; Lake Howell Townhomes; Lake Kathryn Estates; Lake Kathryn Village; Legacy Park; Lost Lake Estates; Marbeya Club; Newport Colony Apartments; Northshore; Oxford Apartments; Park Maitland; Players Park; Reflections Apartments; Regency Oaks Apartments; San Jose Apartments; Sandpiper Apartments; Sausalito Condominiums; Sedgefield Apartments; Southport Condominiums; Stonecastle Apartments; Summit Village; The Enclave At Wyndham; The Harbor At Lake Howell; Villas of Casselberry/Hamlet in the Park; Vistas At Lake Howell; and Windward Square. SECTION 3. PROVISION AND FUNDING OF STREET LIGHTING SERVICES. (A) Upon the reimposition of a Street Lighting Assessment for street lighting services, facilities, or programs against all Tax Parcels, except for the Excluded Parcels, located within the Street Lighting Service Area, the City shall provide street lighting services, facilities, and programs to such property. All or a portion of the cost to provide such street lighting services, facilities, or programs shall be funded from proceeds of the Street Lighting Assessments. The remaining cost, if any, required to provide street lighting services, facilities, and programs shall be funded by available City revenues other than Street Lighting Assessment proceeds. (B) It is hereby ascertained, determined, and declared that each Tax Parcel, except for Excluded Parcels, located within the Street Lighting Service Area will be benefitted by the City's 2
