Resolution 13 -2515 — School Resource Officer Agreement for 2013 -2014 School <br />Year <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING AND <br />AUTHORIZING THE EXECUTION OF AN AGREEME NT BETWEEN THE CITY OF <br />CASSELBERRY AND THE SEMINOLE COUNTY SCHOOL BOARD FOR SERVICES OF A <br />SCHOOL RESOURCE OFFICER FOR THE 2013 -2014 SCHOOL YEAR; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Introduction: Resolution 13 -2515 approves the Agreement and duties of the School Resource Officer for the <br />2013 -2014 school year between the City of Casselberly and the Seminole County School Board and authorizes <br />the Mayor to execute said agreement for and on behalf of the City of Casselberly. <br />Budget Impact: The City and the School Board will split the cost ofthe School Resource Officer's salary and <br />benefits. In accordance with the agreement, the School Board will pay the City the sum of $32,887 in seven <br />(7) equal payments in the amount of $4,110 and one (1) payment in the amount of $4,117 commencing <br />October 3, 2013, and thereafter on or before the first day of each month through May 2014. The Police <br />Department will utilize fiends from the Law Enforcement Trust Fund to pay for its portion of the agreement. <br />These resources will be part of the adopted budget for fiscal year 2013 -2014. <br />Recommendation: The City Manager and the Police Chief recommended approval of Resolution 13 -2515. <br />D. Resolution 13 -2516 — Amending Article 38 of the Coastal Police Benevolent <br />Association Collective Bargaining _Agreement <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AME NDING AND RATIFYING <br />ARTICLE 38 OF THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF <br />CASSELBERRY AND THE COASTAL FLORIDA POLICE BENEVOLENT ASSOCIATION; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Introduction: Resolution 13 -2516 amends and ratifies Article 38 of the current collective bargaining <br />agreement (CBA) between the City of Casselberly and the Coastal Florida Police Benevolent Association <br />( CFPBA). <br />Background: The City Commission approved Resolution 12 -2427 to ratify the current CBA between the City <br />and the CFPBA on October 22, 2012. The agreement includes 39 articles, including Article 38 — Pension. <br />The article includes a provision that negotiations of the article would continue. <br />Discussion: City staff and CFPBA representatives have reached a mutual agreement to revise Article 3 8 in a <br />manner that better suits the needs of the City. Members of the CFPBA voted and approved the revised article. <br />The amended Article 3 8 provides for several pension changes and provides for the changes to be implemented <br />under applicable law, which requires an actuarial report and a subsequent ordinance. A brief summary of the <br />amendment includes: <br />CFPBA employees currently covered by the Florida Retirement System would not be affected. <br />
