1Tâ–º <br />WHEREAS, Article VIII, Section 2(b) of the Florida Constitution and F.S. Sec, 166,021 grant the <br />City broad home rule powers necessary to carry on municipal government; and <br />WHEREAS, Florida Statutes Sec, 163.3202(3) encourages the use of innovative land development <br />regulations which include the use of impact fees to implement the goals, objectives and policies of the <br />City's Comprehensive Plan; and <br />WHEREAS, Florida Statutes Sec. 163.31801 specifies certain requirements for impact fee <br />ordinances; and <br />WHEREAS, a public notice advertising this Ordinance was placed in the Orlando Sentinel on May <br />23rd 2013; and <br />WHEREAS, growth in residential and nonresidential properties has occurred and is expected to <br />continue to occur in the areas that are provided municipal services by the City; and <br />WHEREAS, growth within the City has resulted in the need to expand and fund multi - modal, parks, <br />law enforcement, and fire and rescue facilities to accommodate the demands imposed by such growth <br />without decreasing the level of service currently provided to existing users; and <br />Ordinance 13 -1393 <br />Page 1 of 18 <br />
