5. Citizens' Comments. All remarks shall be addressed to the Commission as a body and not to any one member thereof. No person, other than the Commission and the person having the floor, shall be permitted to enter into any debate or discussion, either directly or through a member of the Commission, without the permission of the Mayor. Each speaker will be required to follow general meeting decorum, and limit discussion to the topic(s) they are presenting. b. Persons wishing to be heard shall be recognized by the Mayor by raising their hand or standing. Each person recognized for the purpose of addressing the Commission shall step forward to the podium and microphone, identify himself or herself by name and address for the record, and present his or her item. Each person shall be allotted three (3) minutes to speak. The Mayor will allow additional time to speak for quasi - judicial matters or other special circumstances as they may arise. c. Persons introducing items which are lengthy in content and /or technical in nature (containing many detailed points) shall be encouraged to submit such issues or items in writing to the City Clerk, for dissemination to the Commission according to normal distribution policies and rules. Such submission shall include the name and address of the submitting person. d. Input and issues from members of the audience regarding any item not on the agenda or on the Consent Agenda will be received during "Citizens' Comments ". e. Persons in the audience who wish to present additional information and /or questions regarding items on the agenda may do so at the time the particular item is being presented, rather than during the Citizens' Comments portion of the agenda, except Public Hearing items, which are addressed at the time of the Public Hearing and Consent Agenda items, which are received during "Citizens' Comments. 6. Consent Agenda. The Consent Agenda shall be limited to those items which are reasonably expected to be approved by the Commission. Items placed on the Consent Agenda will not be discussed or debated at any length, other than brief questions or clarifications. If one or more members of the Commission wish to discuss or debate any one or more issue(s) on the Consent Agenda, he or she may make a request to remove such item(s) from the Consent Agenda to be considered independently immediately following action on other items that may be on the Consent Agenda. One singular motion and vote will be taken to approve or deny the Consent Agenda as presented and /or modified.
