5. Citizens' Comments. <br />All remarks shall be addressed to the Commission as a body and not to any one <br />member thereof. No person, other than the Commission and the person having the <br />floor, shall be permitted to enter into any debate or discussion, either directly or <br />through a member of the Commission, without the permission of the Mayor. Each <br />speaker will be required to follow general meeting decorum, and limit discussion to <br />the topic(s) they are presenting. <br />b. Persons wishing to be heard shall be recognized by the Mayor by raising their hand <br />or standing. Each person recognized for the purpose of addressing the Commission <br />shall step forward to the podium and microphone, identify himself or herself by <br />name and address for the record, and present his or her item. Each person shall be <br />allotted three (3) minutes to speak. The Mayor will allow additional time to speak <br />for quasi - judicial matters or other special circumstances as they may arise. <br />c. Persons introducing items which are lengthy in content and /or technical in nature <br />(containing many detailed points) shall be encouraged to submit such issues or items <br />in writing to the City Clerk, for dissemination to the Commission according to normal <br />distribution policies and rules. Such submission shall include the name and address <br />of the submitting person. <br />d. Input and issues from members of the audience regarding any item not on the <br />agenda or on the Consent Agenda will be received during "Citizens' Comments ". <br />e. Persons in the audience who wish to present additional information and /or <br />questions regarding items on the agenda may do so at the time the particular item is <br />being presented, rather than during the Citizens' Comments portion of the agenda, <br />except Public Hearing items, which are addressed at the time of the Public Hearing <br />and Consent Agenda items, which are received during "Citizens' Comments. <br />6. Consent Agenda. The Consent Agenda shall be limited to those items which are <br />reasonably expected to be approved by the Commission. Items placed on the Consent <br />Agenda will not be discussed or debated at any length, other than brief questions or <br />clarifications. If one or more members of the Commission wish to discuss or debate any <br />one or more issue(s) on the Consent Agenda, he or she may make a request to remove <br />such item(s) from the Consent Agenda to be considered independently immediately <br />following action on other items that may be on the Consent Agenda.
