CASSELBERRY CITY COMMISSION <br />Minutes of May 13, 2013 — Regular Meeting <br />Page 2 of 18 <br />The City Clerk called the roll of Elected Officials. All were present. <br />5. MINUTES <br />A. Minutes of April 22, 2013 — Regular Meeting <br />MO'T'ION: Commissioner Anthony Aramendia moved to approve the minutes of the April <br />22, 2013 Regular Meeting, as presented. Motion was seconded by Vice Mayor <br />Solomon. Motion carried unanimously by voice vote 5 — 0. <br />No items were scheduled on this agenda. <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />1. Mr. Ed Bakalla, 560 Marigold Road, submitted for the Commission's consideration a written <br />proposal from the Carriage Hill Community Association for installation of handicap ramps on <br />the sidewalks throughout the Carriage Hill community. He stated that the proposal contained <br />photographs and information on ADA (Americans with Disabilities Act) requirements, and he <br />hoped that all the proposed phases could be completed within the next one to two years. <br />2. Ms. Dee Smith, 7 Carriage Hill Circle, spoke in support of the proposal submitted by the <br />Carriage Hill Community Association. She expressed concerns that the current sidewalks in <br />this and other communities did not provide ease of movement and connectivity for all users, <br />and felt that not enough emphasis had been put on the City's communities and connectivityto <br />public spaces and main roads. <br />3. Mr. James Fraleigh, 23 Teresa Court, expressed concerns on various issues, including his <br />perception that there was wasteful spending and bias based policing in the City. He reiterated <br />his suggestion from prior meetings that a citizen review board be created to address these <br />issues. <br />No one else came forward. <br />
