CASSELBERRY CITY COMMISSION
Minutes of May 13, 2013 — Regular Meeting
Page 17 of 18
Commissioner Gene Fry — Seat No. 2:
® Stated he had also attended EarthFest and the event was well done. He commended all those
responsible for putting the event together.
Requested an update on the outcome of the Planning and Zoning Commission matter regarding Ding's
Bikes. Ms. Smith briefly explained that the owner desired to have an outdoor display of merchandise
which is not allowed by the City. She stated that Planning and Zoning Commission was willing to
allow him to have an outdoor storage area which would have to be screened; however, the owner did
not wish to do that and indicated he would be moving his business outside of the City when his lease
expired.
Reported that he and the City Manager had met with AG and others regarding the City Center
property. He stated he had gotten some good information at the meeting but still had concerns about
the wood frame construction and felt the Commission should revisit that issue at a future meeting.
Commissioner Colleen Hufford — Seat No. 4:
• Reported she attended a PBAS (Private Business Association of Seminole) meeting earlier this month
where Senator Simmons and Representatives Clelland, Castor Dentel and Brodeur were present and
gave summaries of recent legislative action.
• Stated that EarthFest was a great event and commended those who worked on it. Added that the Food
Truck events continue to be successful, as well.
• Inquired what action would be taken on the report which was submitted by Mr. Bakalla, Mr. Newlon
advised that the Association was requesting that some actions be taken and he would be referring the
report to staff for review and a determination as to whether or not the City would be able to
accommodate some or all of their requests.
• Expressed concerns again about the clothing drop -off bins that have been placed in the City, and asked
what steps are being taken to control the problem. Mr. Newlon explained that she should report
specific locations to him and he would route the information to Code Enforcement staff. He added
that if they are located on City property the City could remove them, as could FDOT if they were
placed on FDOT property. He explained that on private property the City could not remove them and
would have to work through the code enforcement process.
• Expressed additional concerns about what she perceived to be excessive signage placed on the
windows of, some of the City's businesses.
Vice Mayor Sandra Solomon — Seat No. 3:
• Shared that she had received positive comments about the Friday Food Truck events.
• Inquired about the status of hiring an additional code enforcement officer. Ms. Smith advised the
position had been advertised and they were reviewing applications at this time.
• Suggested the idea of sponsoring a contest for architects to design a unique feature for the City Center.
Discussion: A brief discussion ensued regarding possibilities for design of a special element which could be
included in the City Center project; the guiding principles established by the Commission for the project; the
pending developer's agreement for the project; design and construction standards desired by the Commission;
