CASSELBERRY CITY COMMISSION <br />Minutes of May 13, 2013 — Regular Meeting <br />Page 16 of 18 <br />2013 in the packets for the Commission's reference. <br />Stated she had done some research in response to the Mayor's questions about whether the Charter <br />County surtax could be used for more than just operations and maintenance, whether it could also be <br />used for infrastructure. She advised that Florida Statutes section 212.055 does provide for specific <br />categories of infrastructure that the tax can be used for, including bus system, on demand transit <br />service, fixed guide way, rapid transit, roads and bridges. She stated that it can be used for as many or <br />as few and in whatever combinations are desired. She also advised that there was an option in the <br />Statute that this could all be determined by interlocal agreement the same as the City does now with <br />the other infrastructure sales tax. <br />Noted for the record that a City Commission workshop was scheduled for Wednesday, May 15, 2013 <br />at 2:00 p.m. in the City Commission Chambers. <br />Advised that due to observance of the Memorial Day holiday, tonight would be the only regular <br />meeting for the month of May. She followed up the City Manager's report and further advised that the <br />next regular meeting would be on June 10, 2013 at the new time of 4:00 p.m.; that a message about <br />the time change had been placed on the utility bills starting with the May billing cycle, and would be <br />repeated on the June cycle, so the residents would receive notice on two bills of the time change. She <br />further stated that she had also added the notice to the City's website, would be sending out an email <br />blast, and that the Orlando Sentinel would be publishing the notice on four consecutive Sundays prior <br />to the change (May 19 and 26, June 2 and 9). She added that the agenda would be a work in progress <br />and the order would most likely be reversed to place public hearings and citizen comments as the last <br />two items. She reminded the Commission that earlier in the evening under the Consent Agenda the <br />meeting and agenda policies had been modified to defer setting of the agenda format to the City <br />Manager. She requested that the Commissioners provide her with comments and suggestions for the <br />agenda format and stated that there would most likely be more adjustments over the next couple of <br />months to see what works best for the flow of the meetings. <br />Commissioner Anthony Aramendia — Seat No. 1: <br />• Thanked Mr. Bakalla and Ms. Smith for putting together the sidewalk proposal from the Carriage Hill <br />Community Association. <br />• Reported that EarthFest had approximately 3500 attendees and the number of vendors had increased to <br />86 from 43 last year. He added that he felt the event had become the premier EarthFest event in <br />Seminole County. <br />
