WHEREAS, Chapter 14, Amusements, Article II, Special Events, Open Air Sales, Open Air Food <br />Sales, Seasonal Sales, and Temporary Structures, was adopted by the City Commission by Ordinance 97 -883 <br />on May 5, 1997; and <br />WHEREAS, the City of Casselberry established policies to require a permit to regulate the number of <br />days, number of occurrences, and the locations of special events, open air sales, open air food sales, and <br />seasonal sales for various activities that occur on privately owned and city -owned properties; and <br />WHEREAS, the City Commission seeks to provide greater flexibility for the use of public parks that <br />have been developed specifically to provide a venue for public and private ceremonies, concerts, festivals, <br />farmers markets and similar events; and <br />WHEREAS, "Special Use Parks" will be exempted from the permit requirements of Section 14 -28 and <br />will be regulated by specific policies and fees adopted by the City Commission for the conduct of a "Special Use <br />Park'; and <br />WHEREAS, Section 14 -45, "Special event alcoholic beverage permits" requires City Commission <br />approval for the issuance of an alcoholic beverage permit in conjunction with a special event and the City <br />Commission prefers staff to conduct the review and approval process; and <br />WHEREAS, Only three alcoholic beverage permits may be issued each year per City park for the <br />various businesses and organizations that may want to conduct an event in a City park and the City wants to <br />allow fuller use of the park system; and _ <br />WHEREAS, Clarification is needed within Chapter 14 related to processing and oversight of the <br />regulatory requirements related to permitting and issuance of special event permits and alcoholic beverage <br />licenses within the City's parks; and <br />WHEREAS, the City Commission of the City of Casselberry held a duly noticed public hearing on the <br />proposed changes set forth herein and considered advice of staff, citizens, and all interested parties, and after <br />complete deliberation, hereby finds the requested changes consistent with the City of Casselberry's <br />Comprehensive Plan; and <br />
