Basis of BidslProposals
<br />The words "BID" and °PROPOSAL." shall be interpreted to have the same meaning for purposes of these specifications,
<br />terms and conditions, Bidder will include all cost items; failure to comply may be cause for rejection. No segregated bids
<br />or proposals, or assignments will be considered, i(is the intent of the City to promote competitive bidding. It shall be the
<br />responsibility of the bidder to advise the Purchasing Manager of any language, requirements, etc. or any combination .
<br />thereof, which the bidder feels may inadvertenlly restrict or limit the requirements stated In the specifications to a single
<br />vendor or manufaoturer. Such notification most be made in writing at least 6- working days prior to opening date and time
<br />of the hld /proposal,
<br />Bid prices
<br />The bldder warrants by virtue of bidding that the pfioes, terms and conditions quoted in. this bid will he firm for a period of
<br />ninety (00) days from the date of the bid opening unless otherwise specified by the bidder, and shall not lie amended after
<br />the date and time of the bid opening, Any attempt by a successful bidder to amend Bald bid prices except as otherwise
<br />provided herein shall constittlto a default.
<br />Amounts specified herein are for fixed price work or products, including all prices for equipment, labor and materials
<br />required to perform the work or deliver the procWot(s) specified herein. The bidder, having familiarized itself with the local
<br />conditions, and conditions listed here, proposes to furnish all labor, materials, equipment and other items, facilities and
<br />services, without exception, for the proper execution and completion of the contract, and if awarded the contract, to
<br />complete the required work or deliver the required products) as specified within the bid /proposal package set forth
<br />by the City of Winter Park.
<br />Deliver
<br />All prices shall be F,O,B. destination, Winter Park, Florida, Delivery dale and warranties must be written out and
<br />submitted with bids. We insist delivery dates, as specified, be met. There will be no additional charge for mullipie delivery
<br />locations,
<br />Contract Terhi
<br />Unless. alherwise agreed in a written document approved and signed by the City, the contract shall be in effect for 12
<br />consecutive months from the date the Mayor or other authorized signer signs the contract on behalf of the City. There
<br />shall be the option of renewal for a possible second, third, fourth and Mill 12 -month period (not to exceed 60 months In
<br />total), after written consent of both parties and approval by City Commission or City Manager. Approximately sixty days
<br />prior to expiration of the initial contract period, the successful bidder will be notified by tine City that it seeks an extension,
<br />or told of the City's decision of cancellation, To be effective and eriforoeable, any changes in the scope of services or
<br />prices Intended to apply in a renewal or extension period must be presented by City staff to the City Commission for
<br />approval or rejecllori % Upon written consent of both parties and approval of the City. .Commission or City Manager, the
<br />contract will be renewed for the second, third, fourth or fifth term.
<br />InyoicfnCI.& Payinent
<br />Unless otherwise agreed to by the City, payment terms will be thirty (30) clays net from receipt of invoice unless an
<br />appropriate prompt payment discount is provided acrd accepted, Payment shall be made by the City only after the items
<br />awarded to a, vendor have been received, hispeoted and found to comply with award specifications, free of damage or
<br />defect and properly invoiced, and the Invoices is in all respects satisfactory to the City and appropriate for payment, All
<br />invoices shall bear the purchase order number or IFB /RFP number, Payment for partial shipments may not be made
<br />unless that is specified in the bid.
<br />VISA Acceutance
<br />The City of Winter Park has Implemented a purchasing card program, using the VISA platform, Successful bidder (nay
<br />receive payment from the City by the purchasing card in the some manner as other VISA purchases, VISA acceptance is
<br />preferred but is not the o�clusive method of payment, Please indicate your ability to accept VISA in the space provided
<br />on the bid form,
<br />Taxes
<br />The City is exempt from Federal Excise and Sales taxes, Tax exemption number; State ff 5i 80126217080 -8.
