RESOLUTION I1 -2254 <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, PROVIDING <br />SUPPORT OF LAKE WATER QUALITY PROTECTION AND BEST <br />MANAGEMENT PRACTICES FOR THE CITY'S WATERSHEDS; PROVIDING <br />FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />WHEREAS, the City of Casselberry recognizes the importance of clean water to public <br />health, aquatic life and habitats, and long term recreational use; and <br />WHEREAS, the City of Casselberry lies largely within the Lake Jesup basin, for which <br />its central waterbody (Lake Jesup) has experienced impairment in part due to excess phosphorus, <br />nitrogen, and other pollutants commonly found in surface water runoff, and <br />WHEREAS, the City of Casselberry has multiple lakes within its limits, and these lakes <br />serve as precious resources to the City, its businesses, and its residents; and <br />WHEREAS, the City has adopted a Stormwater, Lakes Management, and Water Quality <br />Master Plan and an associated Stormwater Utility Fee, committing well over $1 million on an <br />annual basis to protect its waters and ensure the viability of its stormwater management system; <br />and <br />WHEREAS, best management practices for watershed management help provide <br />protection and improvement of lake water quality and other water resources; and <br />WHEREAS, the City practices best management practices in its projects, operations, and <br />maintenance programs; and <br />WHEREAS, the City recognizes that everyone lives in a. watershed, regardless of <br />proximity to a lake system, and therefore daily choices make a real difference in water quality <br />and environmental protection; and <br />WHEREAS, the City, through its public information programs, including the Green Up <br />Casselberry Program, encourages residents and businesses to adopt best management practices to <br />control pollution and provide water quality protection, regardless of their location in the watershed. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. The City Commission of the City of Casselberry hereby declares its support <br />of lake water quality protection and best management practices for the City's watersheds and <br />commits to: <br />1) Continue to provide leadership in promoting and using best management <br />practices for protection of the City's watersheds; <br />
