ORDINANCE 111359 <br />WHEREAS, increasing worldwide demand for metals and the associated rising price of metals <br />have contributed to increased criminal activity in areas such as theft of copper wiring from construction <br />sites; underground telecommunication wires, utility wires, air conditioning units, and beer kegs; and <br />WHEREAS, law enforcement officials have testified that increased criminal activity relating to <br />theft of secondary metal and secondary metal products such as those described above is impacting the <br />public health, safety and welfare of the residents of the City of Casselberry; and <br />WHEREAS, in 2008 a state law took effect that had as one of its goals ending secondary metal <br />theft (Chapter 2008 -69, Laws of Florida); and <br />WHEREAS, law enforcement in Seminole County has identified areas in the law where additional <br />regulation will be helpful to curb theft of secondary metals in Seminole County; and <br />WHEREAS, under its home rule authority Seminole County adopted Ordinance 2011 -15 on June <br />14, 2011 to provide regulations governing secondary metal sales and applied the ordinance to all <br />unincorporated areas of Seminole County and within all incorporated areas in which the governing bodies <br />enact a municipal ordinance making the ordinance applicable within their municipality; and <br />
