WHEREAS, Section 163.3161 et seq., Florida Statutes, established the Community <br />Planning Act; and <br />WHEREAS, Section 163.3184, Florida Statutes, establishes a process for adoption of <br />comprehensive plans or plan amendments; and <br />WHEREAS, the Local Planning Agency of the City of Casselberry held a duly noticed <br />public hearing on the proposed Comprehensive Plan amendments related to the proposed <br />Comprehensive Plan amendments on May 11, 2011; and <br />WHEREAS, the City of Casselberry City Commission held a public hearing on the Traffic <br />Circulation Element amendments after due public notice on June 13, 2011, and considered the <br />advice and findings of the Local Planning Agency, and upon thorough and complete <br />consideration and deliberation, approved the proposed Traffic Circulation Element for transmittal <br />to the Department of Community Affairs; and <br />WHEREAS, the City of Casselberry transmitted the proposed amendments on June 21, <br />2011 to the Department of Community Affairs pursuant to Section 163.3184, Florida Statutes; <br />and <br />
