Planning & Zoning Commission/ <br />Local Planning Agency <br />July 13, 2011 <br />Page 2 <br />Mr. Eric Raasch, Planner I, reviewed the information provided in his memorandum dated July 13, 2011, to <br />the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department), Mr. Raasch presented a PowerPoint presentation (a copy is attached and made a part of the minutes). <br />Mr. Raasch stated that this property is an extension to Evergreen Cemetery. He explained that the ownership of the <br />property was disputed and it will be deeded over to the cemetery. Mr. Raasch said a fence will be installed along the <br />perimeter of the property to match the existing fence on the adjacent parcel. He said that type of fence material is <br />not allowed in the current zoning district; therefore the property is being rezoned to Public Service which allows that <br />type of fence material. <br />Mr. Raasch said Staff recommends approval of the zoning map amendment for the subject property, as <br />detailed in the ordinance attached to the staff report, based on the findings of fact and conclusions, the staff report <br />dated July 13, 2011, and the following: <br />1. It is consistent with the City's Comprehensive Plan. <br />2. It is compatible with the surrounding mix of land uses and zonings. <br />3. City services are available and will not be negatively impacted. <br />4. It is consistent with the property's PS Future Land Use Map designation. <br />A brief discussion ensued regarding burials on the parcel and the conditional use process for the cemetery. <br />Mr. Parkhurst asked the applicant to come forward. Ms. Lillian Selph, Casselberry Investment Properties, 171 Quail <br />Pond Circle, Casselberry, Florida came forward. The Commission had no questions for the applicant, <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. Mr. Alton Williams, 150 South Cypress Way, Casselberry, Florida came forward. Mr. Williams <br />questioned the conditional use process for Evergreen Cemetery. Mr. Raasch explained the conditional use process <br />for a cemetery use. <br />Ms. Selph explained the reason for the rezoning is to allow the replacement of the fencing from the old <br />property line to the new property line. She said that barbed wire is not allowed in the current zoning district; <br />therefore, the property is being rezoned to a Public Service zoning designation which allows that type of fence <br />material. <br />Mr. Williams requested this item be expedited due to recent thefts at the cemetery. <br />
