Planning & Zoning Commission/ <br />Local Planning Agency <br />December 12, 2012 <br />Page 5 <br />possible. She said staff recommends that the reduction be made from an inch for inch replacement of 458" to a tree <br />for tree replacement of the trees at a minimum DBH of 2.5" per tree. She said where the developer can provide <br />evidence that twenty (20) trees cannot be replaced on the site, a minimum payment of $220 per tree may be made <br />into the Tree Bank Fund, Ms. Regan recommended immediate removal of the hazardous trees from the site. She <br />said the applicant must provide a site plan stating the size, location and species of all replacement trees within 60 <br />days of approval. Ms. Regan requested that the Planning and Zoning Commission make a determination on the <br />applicant's request. <br />In response to the Commission's question regarding the current number of trees on the site, Ms, Smith <br />stated that the applicant did not provide that information to staff. <br />In response to the Commission's question, Ms. Regan said the applicant has agreed with staffs <br />recommendation. <br />Mr. Meadows asked the applicant to come forward. Mr. Michael Diemer, 119 East Laurel Avenue, Howie in <br />the Hills, Florida came forward. Mr, Diemer said he was hired as an arborist to assess the property. He said he <br />determined that 20 trees required replacement and based on the City's tree replacement requirement he is <br />requesting a waiver. In response to the Commission's question, Mr. Diemer felt that the 20 trees could be planted on <br />the site. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward, <br />There were no final comments made by staff. <br />Mr. Meadows asked for a motion to address SPR 12 -21. Mr. Wadley recommended with respect to SPR <br />12 -21 that in lieu of a full waiver that the recommendation of staff be accepted and rather than a reduction of an inch <br />for inch replacement of 458" that a tree for tree replacement for the trees at a minimum DBH of 2.5" per tree be <br />permitted and where the developer can provide evidence that twenty (20) trees cannot be replaced on the site a <br />minimum payment of $220 per tree may be made into the Tree Bank Fund. He said to also accept the <br />recommendation of staff for immediate removal of hazardous trees to the site and the applicant must provide a site <br />
