Planning & Zoning Commission/ <br />Local Planning Agency <br />August 8, 2012 <br />Page 7 <br />Mr. Sorensen said Staff recommends a reduction to the applicant planting 2 trees at 2.5" DBH or payment <br />into the City Tree Bank Fund. He said the tree bank cost is $220 per tree. Mr. Sorensen said Staff requests the <br />Planning and Zoning Commission make a determination on the applicant's request. <br />Mr. Sorensen said that the applicant was unable to attend the meeting. He said that the applicant has <br />agreed to plant two trees on the site. <br />A brief discussion ensued regarding tree requirements and a possible change to the City Code exempting <br />heavily treed sites from the tree replacement requirements if a tree dies naturally and the exemption for utilities <br />companies regarding tree removal or replacement. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />Mr. Meadows asked for final comments from the Planning and Zoning Commission and Staff. It was stated <br />that the owner has agreed to plant the two replacement trees on his site. <br />Mr. Meadows asked for a motion to address SPR 12 -15, Mr. Wadley made a motion that the Planning and <br />Zoning Commission deny the applicant's request for a full reduction to the replacement requirements; however, <br />based on the findings of fact of the hearing and the owner's willingness to meet staffs recommendation and to further <br />move that a reduction to plant 2 trees at 2.5 inch DBH each be accepted or payment to the City's Tree Bank Fund at <br />a cost of $220 per tree. He said the motion is in regard to SPR 12 -15 at 2003 Lake Howell Lane, Security Financial <br />Management for the tree replacement reduction request. Mr. Weinroth seconded the motion. The motion passed <br />unanimously by voice vote. <br />Ninth Item of Business: LPA 12.08: ULDR Section 2 -7.10. Amending the City Code, Section 2.7.10, Fences <br />and Walls, to prohibit two fences on the same property perimeter. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated August 8, <br />2012, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department).
