She said that Pathways <br />to Care has been a good neighbor to the surrounding residential community. <br />Mr. Meadows asked the applicant to come forward. Mr. Kevin Cannon, 390 North Orange Avenue, Orlando, <br />Florida came forward. Mr. Cannon requested the Planning and Zoning Commission support this item. He said <br />Pathways to Care has been in Casselberry for ten years. Mr. Cannon said there were concerns from the neighbors <br />that a free assisted living facility would turn into a flop house for homeless people. Mr. Cannon said they have been <br />very careful to be a good community citizen. He said Pathways to Care is under more restrictions than any other <br />assisted living facility within a ten mile radius. Mr. Cannon said that other facilities do not restrict the length of stay. <br />He said the request is to lift the length of stay restriction for ten beds in the facility. He said some patients were <br />released before they completed their plan of care due to the time restriction. <br />In response to the Commission's question regarding the maximum length of stay required at the facility, Mr. <br />Cannon said the length of stay is determined on a case by case basis. A general discussion ensued regarding the <br />sources used to fund Pathways to Care. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />Mr. Meadows asked for a motion to address CU 12 -01. Mr. Bryan made a motion to approve the proposed <br />revision to subsection (u) of the Pathways to Care Development Order 02 -08 based on the staff report dated March <br />14, 2012.
