Planning & Zoning Commission/ <br />Local Planning Agency <br />April 10, 2013 <br />Page 9 <br />Mr. Rockie Brock, 141 Quail Pond Circle, Casselberry, Florida came forward. Mr. Brock stated that he lives adjacent <br />to the parcel designated as "J" on the proposed changes. Mr. Brock said there are a lot of rumors regarding the development <br />in this area and he would like to know what is proposed for the area and also an explanation of the various future land use and <br />zoning designation. <br />Mr. James Fraleigh, 23 Teresa Court, Casselberry, Florida came forward. He said there are a lot of things changing <br />in Casselberry which are not good. He said the City is changing the fundamental usage of the community. Mr. Fraleigh said <br />city government is supposed to provide services to the community and is not in the business of development. He felt that the <br />State Road 436/US Highway 17/92 flyover was not needed and the project has resulted in loss to the tax base for the City. He <br />said the City bought land with tax dollars. Mr. Fraleigh said that the City is to provide services and should not be in the <br />business to make money. <br />Mr. Dana Callan, 110 North Sunset Drive, Casselberry, Florida came forward. Mr. Callan said he is generally in favor <br />of development. He felt that the City has done a wonderful job with the park. He said he would like to see a City Center <br />across the street from City Hall, Mr. Callan requested the City conduct additional research before rezoning the parcels. He <br />said he is not in favor of changing the property designated as "J ". He said it is residential and it is encroaching into our <br />homes. <br />A general discussion ensued regarding parcel "J ", the purpose of the proposed future land use and zoning changes <br />and an explanation of the various future land use and zoning designations, <br />Mr. Meadows asked for a motion to address LPA 13 -03. Mr. Guzman made a motion for LPA 13 -03 amending the <br />Future Land Use Map and text amendments as proposed by the staff report. He said the motion is for a favorable <br />recommendation with the exception of the parcel referenced in the staff report as parcel "J ", the address being 131 Quail Pond <br />Circle, parcel identification number 08- 21 -30- 514 -QB00 -0250 <br />unanimously by voice vote. <br />Mr. Wadley seconded the motion. The motion passed <br />Mr. Meadows asked for a motion to address ZB 13 -01. Mr. Guzman moved to provide a favorable recommendation <br />for ZB 13 -01 amending the official zoning map large scale amendment as described in the staff report with the exception of <br />the parcel designated in the staff report as parcel "J ", the address being 131 Quail Pond Circle, Casselberry, parcel <br />
