Mr. Bryan seconded the motion, The motion <br />passed unanimously by voice vote. <br />Tenth Item of Business: LPA 13 -03 & ZB 13.01: Future Land Use Map and Text Amendment and Official Zoning Map <br />Amendment. Amending future land use designation to Major Thoroughfare Mixed Use and zoning designation to <br />PMX -MID for properties located near the City Center, US Highway 17192 and Triplet Lake Drive. <br />Ms. Marie Regan, Planner II, reviewed the information provided in her memorandum dated April 10, 2013, to the City <br />of Casselberry Local Planning Agency (a copy is on file in the Community Development Department). Ms. Regan presented a <br />PowerPoint presentation (a copy is attached and made a part of the minutes). <br />Ms. Regan requested a favorable recommendation from the Local Planning Agency to the City Commission for the <br />Future Land Use Map and Comprehensive Plan amendments (LPA 13 -03) for the subject parcels as detailed in the ordinance <br />attached to the staff report and it would be based on the findings of fact and analysis, the staff report dated April 10, 2013 and <br />the following conclusions: <br />1. They are consistent with the City's Comprehensive Plan. <br />2. They are compatible with the surrounding mix of zonings and land uses. <br />3. They will not negatively impact the City's ability to provide services. <br />Ms. Regan requested a favorable recommendation from the Local Planning Agency to the City Commission for the <br />zoning amendments (ZB 13 -01) for the subject parcels as detailed in the ordinance attached to the staff report and would be <br />based on the findings of fact and analysis, the staff report dated April 10, 2013 and the following conclusions: <br />1. They are consistent with the City's Comprehensive Plan. <br />2. They are compatible with the surrounding mix of zonings and land uses. <br />3. They will not negatively impact the City's ability to provide services. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry expressed a <br />concern changing the zoning designation to the park behind City Hall. He suggested the City obtain an opinion from an <br />appraiser before rezoning the property. He felt the rezoning would negatively impact the Comprehensive Plan. <br />
