Providing the Planning and Zoning Commission's some flexibility in deciding landscape requirements <br />for waiver requests. <br />Mr. Sorensen reviewed the landscape requirements that were included in the PowerPoint presentation. <br />The Commission requested additional informational regarding the following items: <br />1. Decide accurate criteria for minimum requirements then determine replacement based on that <br />information. <br />2. Breakdown of commercial /residential acreage of the City and Planned Communities <br />3. Determination of an accurate measurement of canopy <br />4. Providing the Planning and Zoning Commission's some flexibility in deciding landscape <br />requirements for waiver requests. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. Mr. James Fraleigh, a resident of Casselberry came forward. He said that we should not compete <br />with other municipalities but make decisions for our City. Mr. Fraleigh said that he has heard a lot of good comments <br />tonight but there is too much confusion. He suggested conducting a study to revisit the entire ordinance. He said <br />that he doesn't see any consistency. <br />Mr. Meadows said that no decisions are being made tonight and Mr. Fraleigh could provide additional input <br />at the next Planning and Zoning Commission meeting. <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr, Casselberry said <br />he didn't think insurance covered replacement for trees lost during storms. Mr. Casselberry said that we need to <br />make it less expensive to live in Casselberry. He felt that homeowners should not be burdened to plant a tree unless <br />they wanted too. He said camphor trees are considered nuisance trees but he likes them because they don't grow <br />too high and fall over during hurricanes. He suggested that the City look at expected canopy size and not dbh. <br />In response to the Commission's question regarding the Tree Advisory Committee's involvement in the <br />process, Ms. Smith said a meeting could be scheduled with the Committee to review the Planning and Zoning <br />Commission's final recommendations and their response could be brought back to the Commission. <br />Ninth Item of Business: Adjournment. <br />
