Planning & Zoning Commission/ <br />Local Planning Agency <br />March 13, 2013 <br />Page 5 <br />A brief discussion ensued regarding the number of requests that staff receives regarding a reduction to the <br />tree replacement requirements. It was decided to continue this discussion under other business. <br />Mr. Meadows asked the applicant to come forward. Ms. Carolyn Canada, 195 Concord Drive, Casselberry, <br />Florida came forward. Ms. Canada said she is an employee at the Veterinary Emergency Clinic, In response to the <br />Commission's question, Ms. Canada said there are 45 trees on the site. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. No one came forward. <br />A brief discussion ensued regarding the screening of the air conditioning units on the east side of the <br />parking lot and the tree replacement requirements. Mr. Meadows requested the applicant determine if the air <br />conditioning unit is visible and suggested adding shrubs if needed for screening. <br />Mr. Meadows asked for a motion to address SPR 12 -22. Mr. Hale made a motion to approve SPR 12 -22, <br />Veterinary Emergency Clinic located at 195 Concord Drive, Casselberry, Florida, a tree replacement waiver request <br />to follow Staffs recommendation that the reduction be made from an inch for inch replacement of 21" to a minimum <br />payment of $220 into the City Tree Bank or allow the applicant to plant a tree a minimum 2.5 dbh to replace the tree <br />that has been removed and the payment must be made into the tree bank within 60 days of approval. Mr. Wadley <br />seconded the motion. <br />Mr. Hale amended his motion that the payment must be made into the tree bank or a tree planted within 60 <br />days of approval. Mr. Wadley seconded the motion. The motion passed unanimously by voice vote. <br />Eighth Item of Business: BA 13.01: 2215 Winslow Circle/ Lynn Hastings. Variance request to Article V, <br />Section 2.5.4 "Size and Dimension Criteria" and Table 2 -5.4 of the Casselberry Unified Land Development <br />Regulations to allow a 12.0 foot rear building setback in lieu of the 20.0 foot building setback required within <br />the R -9 zoning district. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated March 13, <br />2013, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department). Mr. Sorensen presented a PowerPoint presentation (a copy is attached and made a part of the <br />minutes). <br />
