Planning & Zoning Commission/ <br />Local Planning Agency <br />March 13, 2013 <br />Page 2 <br />No disclosure of Ex Parte Communications was made by the Commissioners. <br />Fifth Item of Business: SPR 13 -01: Applebee's Restaurant. Major site plan review for demolition of an <br />existing 5,360 sq. ft. building and construction of a 5,553 sq. ft building and associated site work. Property <br />located at 3315 South US Highway 17192, Casselberry, Florida. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated March 13, <br />2013, to the City of Casselberry Planning and Zoning Commission (a copy is on file in the Community Development <br />Department). Mr. Sorensen presented a PowerPoint presentation (a copy is attached and made a part of the <br />minutes). <br />Mr. Sorensen said the Planning and Zoning Commission approval of SPR 13 -01, site plan for Applebee's <br />Restaurant at 3315 South US Highway 17 -92, should be based on the information provided in the staff report dated <br />March 13, 2013, the site plan dated March 4, 2013, the building elevations, and the following conditions: <br />1. Approval of the site modification request to reduce the required Interior Landscape requirement from 58 <br />trees to 31 trees. <br />2. Approval of the site modification request to allow 40% sub - standard parking spaces. <br />3. An additional handicap parking space will be provided to bring the total to 3. <br />4. All Public Works issues must be addressed prior to issuance of a site construction permit. <br />5. All conditions must be fully executed or the site plan becomes null and void. <br />6. The site plan is valid for one year. Failure to obtain a building permit within one year will result in the <br />expiration of the site plan approval. <br />Mr. Sorensen stated that he added conditions 2 and 3 after the staff report was sent to the Commissioners. <br />A brief discussion ensued regarding the proposed material for the dumpster enclosure gate. <br />Mr. Meadows asked the applicant to come forward. Mr. Jeff Strickland, 1550 North Brown Road, Suite 100, <br />Lawrenceville, Georgia came forward. In response to the Commission's question, Mr. Strickland said that the <br />deliveries would be made in the off -hours of the restaurant. He thought deliveries would be made either early <br />morning or evening hours. <br />In response to the Commission's question regarding the proposed material for the dumpster enclosure gate, <br />Mr. Strickland stated that the code requires the gate be opaque. He said he believes Applebee's would use <br />something that is very weather resistant and opaque. He said that information would be called out specifically on the <br />architectural drawings. <br />
