Community Redevelopment Agency <br />August 16, 2012 <br />Page 5 of 6 <br />agreement, In response to the Board's question regarding environmental issues for the parcel, Ms. Lynch stated that <br />a Phase I Environmental Assessment showed potential contamination. She said that the site has been approved for <br />a Phase II Environmental Assessment. She explained that the costs for both environmental assessments are <br />covered by the grant program. <br />A brief discussion ensued regarding the cleanup of environmental issues for the Police Station site. <br />CRA Extension Update <br />Mr. Martin said as indicated by Mr. Jones there has been a change in the Seminole County Commission <br />and the City feels that it is a positive sign in extending the CRA's term. He said he had a conversation with David <br />Buchheit who is the Director for the Seminole County CRA program. Mr. Martin explained at the Seminole County <br />CRA meeting it was discussed extending the term of the County CRA and administratively dividing the CRA into <br />smaller jurisdictions. <br />Mr. Martin suggested that the City's CRA continue to advocate its own CRA the way it is but to adjust the <br />boundaries of the Community Redevelopment District (CRD). He suggested adding the Sandpiper property to the <br />CRD and possibly adding some properties along State Road 436 as it relates to the flyover that could be considered. <br />Mr. Martin suggested at the next CRA meeting staff could bring a study that shows what areas could be included in <br />the CRD boundaries. He explained that a blight study would be required for each property that is added to the CRD <br />boundaries and it would require coordination with City's management. Mr. Martin stated that after the CRD <br />boundaries are determined, it would be time to officially advance the renewal of the City's CRA through the County <br />chain of command. A general discussion ensued regarding additional administrative staff that may be needed if the <br />Seminole County CRA is divided into smaller jurisdictions, maintaining the Casselberry CRA and changes to the <br />Seminole County CRA jurisdictions and Casselberry should lead the southern one third of the CRA in order to <br />maintain the experience and the quality people that have worked since the 1990's to reclaim, re- improve, consolidate <br />and change the parcels in this area. <br />Mr. Jones commended Major Charlene Glancy on her re- election to the City Commission and requested Mr, <br />Daigle send a letter to the Mayor congratulating her.
