CASSELBERRY CITY COMMISSION <br />Minutes of March 12, 2012 — Regular Meeting <br />Page 2 of 16 <br />The City Clerk called the roll of Elected Officials. All were present. <br />5. MINUTES <br />A. Minutes of February 27, 2012 — Workshop <br />MOTION: Commissioner Aramendia moved to approve the minutes of the February 27, <br />2012 workshop, as presented. Motion was seconded by Commissioner Miller. <br />Motion carried unanimously by voice vote 5 — 0. <br />B. Minutes of February 27, 2012 — Regular Meeting <br />MOTION: Commissioner Aramendia moved to approve the minutes of the February 27, <br />2012 regular meeting, as presented. Motion was seconded by Commissioner <br />Miller. Motion carried unanimously by voice vote 5 - 0. <br />No items were scheduled on this agenda. <br />7. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. <br />Mr. John Casselberry, 700 South Lost Lake Lane, stated the previous City Manager talked about <br />various forms of consolidation, so he did some research of the millage rates of Jacksonville -Duval <br />County and Miami -Dade County. Mr. Casselberry stated Jacksonville -Duval County had <br />approximately 5 taxing districts ranging from 18 -20 mills and a school millage of 7 mills; Miami -Dade <br />County had approximately 40 taxing districts ranging from 18.1— 27 mills and a school millage of 8 <br />mills which used to be 10 mills ten years ago. Mr. Casselberry stated he did not find any evidence that <br />consolidation of services between cities and counties really had any true cost savings to taxpayers, and <br />could actually cost more over time. He asked the City to use caution as it explores consolidation of <br />services with the County. He noted Seminole County currently was conducting a charter review and <br />stated the City needed to pay attention to that process and other actions being taken by the County. <br />No one else came forward. <br />
