James Frateigh, voiced concerns about tax increases which affect people on lower and <br />fixed incomes, and also expressed concerns about how the City's tax dollars are spent. <br />No else came forward to address the Commission regarding Resolution 12 -2418. <br />MOTION: Vice Mayor Hufford moved to approve Resolution 12 -2418, establishing the final <br />operating millage rate of 5.45 mills for Fiscal Year 2012 -2013, as presented. <br />Motion was seconded by Commissioner Aralnendia. Motion carried <br />unanimously by voice vote 5 -0. <br />Mayor Glancy announced that the City of Casselberly has adopted a final property tax rate of 5.45 mills as the <br />final millage rage for Fiscal year 2012 -20t3. This rate is 1.82% lower than the rolled back rate of 5.5513 <br />mills. <br />B. Resolution 12 -2419 — Adoption of Operating Budget For Fiscal Year 2012 -2013 <br />The City Clerk read Resolution 12 -2419 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA ADOPTING THE FINAL <br />OPERATING BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR <br />COMMENCING OCTOBER 1, 2012 AND ENDING ON SEPTEMBER 30,2013; PROVIDING FOR <br />CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 12 -2419 and summary budget <br />were published in the Orlando Sentinel on September 20, 2012, in accordance with the "Truth in Millage" <br />(TRIM) legislation. <br />Staff Presentation: Staff presentation was included in the immediately preceding presentation forthe millage <br />rate. <br />Recommendation: The Interim City Manager and the Finance Director recommended adoption of Resolution <br />12 -2419 adopting the final Operating Budget for the City of Casselberry in the amount of $43,649,389 for <br />Fiscal Year 2012 -2013. <br />Public Hearing: Mayor Glancy state that this was a public hearing to consider comments and questions <br />regarding the City's proposed budget for Fiscal Year 2012 -2013. Mayor Glancy opened the floor for public <br />participation. The following individual(s) came forward: <br />James Frateigh, 23 Teresa Coma, expressed concerns about the City's use of tax dollars for <br />the purchase of properties, stating he felt the budget could be reduced significantly if those <br />properties were sold. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Resolution 12 -2419. <br />
