James Frateigh, voiced concerns about tax increases which affect people on lower and fixed incomes, and also expressed concerns about how the City's tax dollars are spent. No else came forward to address the Commission regarding Resolution 12 -2418. MOTION: Vice Mayor Hufford moved to approve Resolution 12 -2418, establishing the final operating millage rate of 5.45 mills for Fiscal Year 2012 -2013, as presented. Motion was seconded by Commissioner Aralnendia. Motion carried unanimously by voice vote 5 -0. Mayor Glancy announced that the City of Casselberly has adopted a final property tax rate of 5.45 mills as the final millage rage for Fiscal year 2012 -20t3. This rate is 1.82% lower than the rolled back rate of 5.5513 mills. B. Resolution 12 -2419 — Adoption of Operating Budget For Fiscal Year 2012 -2013 The City Clerk read Resolution 12 -2419 by title as follows: "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA ADOPTING THE FINAL OPERATING BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2012 AND ENDING ON SEPTEMBER 30,2013; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 12 -2419 and summary budget were published in the Orlando Sentinel on September 20, 2012, in accordance with the "Truth in Millage" (TRIM) legislation. Staff Presentation: Staff presentation was included in the immediately preceding presentation forthe millage rate. Recommendation: The Interim City Manager and the Finance Director recommended adoption of Resolution 12 -2419 adopting the final Operating Budget for the City of Casselberry in the amount of $43,649,389 for Fiscal Year 2012 -2013. Public Hearing: Mayor Glancy state that this was a public hearing to consider comments and questions regarding the City's proposed budget for Fiscal Year 2012 -2013. Mayor Glancy opened the floor for public participation. The following individual(s) came forward: James Frateigh, 23 Teresa Coma, expressed concerns about the City's use of tax dollars for the purchase of properties, stating he felt the budget could be reduced significantly if those properties were sold. No one else came forward. Mayor Glancy closed the public hearing relative to Resolution 12 -2419.
