CASSELBLRRY CITY COMMISSION <br />Minutes of July 9, 2012 — Regular Meeting <br />Page 11 of 18 <br />permit policies and procedures was also included on tonight's agenda in the event the Commission should <br />adopt this ordinance on second and final reading. <br />In response to a question from Vice Mayor Hufford regarding a change to the appeals process, Ms. Smith <br />explained that at this time permits for these special events in the parks with alcoholic beverage licenses are <br />approved by the City Commission and any appeals relating to denial of a permit must go to the Circuit Court. <br />She further explained that if the Ordinance is adopted, the approval process would be at the department level <br />and any appeals would then come before the Commission. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The Interim City Manager and the Community Development Director recommended <br />adoption of Ordinance 12 -1373. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 12 -1373. The following <br />individual came forward: <br />1. Mr. James Fraleigh, 23 Teresa Court, spoke in opposition to the Ordinance, stating he does not believe <br />there should be events or alcohol sales in the City's parks, and expressing concerns about the tax <br />dollars being used on the parks. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 12 -1373. <br />MOTION: Commissioner Solomon moved to approve and adopt Ordinance 12 -1373 on <br />second and final reading, as presented. Motion was seconded by Commissioner <br />Miller. <br />Discussion: Vice Mayor Hufford clarified that the Lake Concord Park was built with funds that were <br />designated for that purpose, from sources outside the City. She explained that it is a park that can be used by <br />the citizens, but also used for events that draw people into the city who then also bring business to local <br />merchants by buying their products. She stated that it is a community -based park and she is very proud of the <br />City staff for their hard work maintaining the park and bringing these community based events to the park. <br />Commissioner Solomon thanked Vice Mayor Hufford for her comments, and stated that the people she has <br />spoken with have liked the events and enjoy coming to Casselberry. She added that they realize that the City's <br />image has changed and that the Commission is doing a good job for the City. She expressed that she is very <br />proud of all the employees and of the other Commissioners. <br />Motion carried unanimously by voice vote 5 -0. <br />B.
