Public Hearing: First Reading of Ordinance 11 -1367 - Official Zoning Map Amendment for Property Located at 95 Concord Drive (ZB 11 -05) The City Clerk read Ordinance 11 -1367 by title as follows: "AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF CASSELBERRY'S OFFICIAL ZONING MAP AS ESTABLISHED IN ARTICLE IV, SECTION 2 -4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED, ESTABLISHING THE ZONING CLASSIFICATION OF RMF -13 (RESIDENTIAL MULTI- FAMILY) FOR THE PARCEL AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, CODIFICATION, AND AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 11 -1367 was published in the Orlando Sentinel on December 1, 2011. Staff Presentation: The City Manager requested that Ordinance 11 -1367 be continued to the January 23, 2012 regular City Commission meeting. MOTION: Vice Mayor Hufford moved to continue the first reading of Ordinance 11 -1367 to the January 23, 2012 regular City Commission meeting. Motion was seconded by Commissioner Aramendia. Public Hearing: Second Reading of Ordinance 11 -1368 -Amending Ci!Y Charter Section 7.06, Procedure for Placing Names on Ballot; Alternative Method of Qualifying The City Clerk read Ordinance 11 -1368 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTION 7.06, PROCEDURE FOR PLACING NAMES ON BALLOT; ALTERNATIVE METHOD OF QUALIFYING OF ARTICLE VII, ELECTIONS, OF THE CITY CHARTER; TO CHANGE THE DATE ON WHICH PETITIONS ARE TO BE RECEIVED BY THE CITY AND TO CHANGE THE QUALIFYING DATES FOR MAYOR/CITY COMMISSION CANDIDATES; PROVIDING FOR CONFLICTS, SEVERABILITY, CODIFICATION, AND EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 11 -1368 was published in the Orlando Sentinel on December 29, 2011. Staff Presentation: City Manager Barbara Lipscomb advised that this is the second reading of this ordinance. She explained that the State Legislature had changed the primary date by two weeks, which necessitates the City changing its qualifying dates. She stated that this ordinance proposes to change the City's qualifying period from the third frill week in June to the third fill week in May and to change the alternative method petition filing deadline from the third Tuesday in May to the third Tuesday in April. She further stated that the alternative method petition filing deadline for the City election would now be Tuesday, April 17, 2012. She
