CASSELBERRY CITY COMMISSION <br />Minutes of January 9, 2012 — Regular Meeting <br />Page 3 of 17 <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />Mr. Tom Morris, 1271 S. U.S. Highway 17 -92, Casselberry, voiced concerns regarding code <br />enforcement measures taken against his business, a consignment and thrift shop which he and <br />his partner Mr. James Moore opened in Lake Kathryn Plaza approximately six months ago. <br />He explained that initially the business had done well, and they were able to employee four <br />people and make donations to charitable organizations. He further explained that in the past <br />few weeks, however, he has been losing business due to the City's enforcement of codes <br />prohibiting banners or outdoor displays at this location. He asked that the City consider <br />relaxing its rules regarding banners and outdoor displays, which he felt would assist him in <br />keeping his business open. <br />2. Ms. Stephanie Grable, 614 S. Edgemon Avenue, Winter Springs, stated she is an employee of <br />Mr. Morris' and Dr. Moore's business, and also expressed her concerns regarding the City's <br />restrictions on banners and outdoor displays. She asked the City to consider Mr. Morris' <br />request, as she does not want to lose her job due to lack of business. <br />3. Dr. James Moore, 258 Oakhurst Circle, Kissimmee, stated that he is a retired physician and <br />Mr. Morris' partner in the business at 1271 S. U.S. Highway 17 -92. He expressed his <br />frustration about the restrictions placed on their business, and stated he also believes the City <br />should relax the rules. <br />No one else came forward. <br />A. Resolution 12 -2332 - Award of Bid and Agreement with Yang, Inc. d /b /a Semco <br />Electric Company, Smithson Electric, Inc. and Apollo Electrical Services, Inc. for <br />Electrical Maintenance and Repair Services <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />APPROVING AND AUTHORIZING THE AWARD OF BID AND THE EXECUTION OF <br />AGREEMENTS BETWEEN THE CITY OF CASSELBERRY AND YANG, INC. D /B /A SEMCO <br />ELECTRIC COMPANY AS PRIMARY VENDOR; AND SMITHSON ELECTRIC, INC. AND <br />APOLLO ELECTRICAL SERVICES, INC. AS ALTERNATE VENDORS FOR ELECTRICAL <br />MAINTENANCE AND REPAIR SERVICES; PROVIDING FOR CONFLICTS, SEVERABILITY <br />AND EFFECTIVE DATE." <br />Introduction: Resolution 12 -2332 provides for award of bid and agreements with Yang, Inc. d /b /a Semco <br />Electric Company as the primary vendor, and Smithson Electric, Inc, and Apollo electrical Services, Inc. as <br />
