phasing strategy, access and future road provisions and development options for <br />adjacent undeveloped residential parcels. <br />Though delayed but still in partnership with Seminole State College, the "New Horizons: <br />Entrepreneurship for the Boomer Generation" class is now underway at the Seminole <br />County Library on Oxford Road. Ten residents have enrolled in the course geared to <br />assisting displaced workers with assistance in starting their own businesses. Three <br />classes have been held with three more scheduled. <br />Staff has worked with the owner of Empire Tires on Seminola Blvd. to allow fenced <br />outdoor storage necessary to keep this business in operation. In addition, staff is working <br />with the owner to create a more sustainable redevelopment option for the corner of <br />Winter Park Drive and Seminola Boulevard. <br />The plan review process to facilitate the development schedule for the Aviation School of <br />Maintenance at the old Saturn dealership property, as well as the new Jewelry Plus store <br />on S.R. 436 (now under construction), has been expedited. <br />Staff continued to assist Wawa in its efforts to locate a new store in the City after its first <br />site at Kewanee Trail and S.R. 436 met opposition from Indian Hills' residents. <br />Staff has initiated drafting the economic development plan. After an initial economic <br />development work session with the City Commission, staff has met and discussed <br />economic development strategies with the City's representative on the Seminole County <br />Economic Development Planning Task Force, Carlos Giraldo. Staff also participated in a <br />session with the Task Force. The session involved discussion on key initiatives of all <br />Seminole cities relating to their economic retention and growth strategies. <br />In preparation to approach Seminole County with the 10 -year extension request for the <br />City's CRA, staff has begun the redraft of the CRA Plan and is working on changes with <br />the CRA Board. The plan should be complete and ready for Commission review in the <br />next quarter. In addition, staff has begun the master plan revision for the U.S. 17- 92 /S.R. <br />436 area. The first draft of the existing conditions data report will be complete by the end <br />of April. <br />Discussions took place with John Crossman of Crossman & Company, one of Florida's <br />largest retail leasing and management firms, and a relationship was formed to assist in <br />the marketing of the commercial sites that are available for lease /sale within the City <br />limits, including those owned by Greater Properties, Inc. <br />i a � . o ll <br />Staff continued to provide plans review and permitting services for the Development <br />Review Committee and Building Division. A review of preliminary conceptual plans for a <br />potential Concord site restaurant was also conducted. <br />As part of an Economic Development Workshop with the City Commission, staff has <br />proposed a name for the industrial park and is designing entrance way banners for City <br />Commission review and approval. Staff continues to development a master plan for the <br />park and to seek strategies for funding development of the park. <br />The Small Business Services Department at Seminole State College of Florida and the <br />City of Casselberry is sponsoring "New Horizons: Entrepreneurship for the Boomer <br />Generation," a six -week program designed for individuals interested in starting their own <br />business. The training will include exploring various business options, creating a basic <br />business plan, evaluating finance options and feasibility, understanding the difference <br />between sales and marketing, and comprehending the key laws, licenses, regulations <br />involved in starting a business. This program is optimum for displaced workers, soon -to- <br />be retired, retirees, not retired but wanting to start a part -time business, and those who <br />always dreamed of owning their own business.
