CASSELBERRY CITY COMMISSION <br />Minutes of November 14, 2011— Regular Meeting <br />Page 14 of 23 <br />Budget Impact: The collection of the City's costs to abate properties should have a positive impact on the <br />City's Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Ordinance 11 -1363 on first reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 11 -1363 to hear and consider <br />comments and questions regarding this issue. No one came forward. Mayor Glancy closed the public hearing <br />relative to Ordinance 11 -1363. <br />MOTION: Commissioner Hufford moved to approve Ordinance 11 -1363 on first reading, <br />as presented. Motion was seconded by Commissioner Solomon. Motion carried <br />unanimously by voice vote 4- 0. <br />C. Public Hearing: First Reading; of Ordinance 11 -1364 — Future Land Use Map <br />(FL UM) Amendments (LPA 11 -21) <br />The City Clerk read Ordinance 11 -1364 by title as follows: <br />"AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />TO AMEND THE CITY OF CASSELBERRY'S COMPREHENSIVE PLAN, BY AMENDING THE <br />OFFICIAL FUTURE LAND USE MAP TO INCLUDE PROPERITES ANNEXED INTO THE CITY <br />OF CASSELBERRY IN 2011, GENERALLY LOCATED NEAR THE INTERSECTION OF US <br />HIGHWAY 17 -92 AND SEMINOLA BOULEVARD; PROVIDING FOR TRANSMITTAL OF THE <br />PLAN AMENDMENT TO THE DEPARTMENT OF ECONOMIC OPPORTUNITY; PROVIDING <br />FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." (LPA 11 -21) <br />Notice of Public Hearing: The Notice of Public Hearing relative to First Reading of Ordinance 11 -1364 was <br />published in the Orlando Sentinel on November 3, 2011. <br />Staff Presentation: Mr. Eric Raasch, Planner, gave a brief overview of the item, stating that this was an <br />administrative action to apply the most comparable City of Casselberry future land use and zoning designation <br />to properties annexed into the City in June of 2011. He added that the properties were located in the general <br />vicinity of U.S. Highway 17 -92 and Seminola Boulevard, and consisted of 17 parcels totaling 13.25 acres. <br />Mr. Raash stated that staff s recommendation was for approval of the amendment. He noted that the proposed <br />amendments were consistent with the City's Comprehensive Plan, were compatible with the surrounding mix <br />of zoning and land uses, and would not negatively impact the City's ability to provide services. He further <br />advised that the Planning and Zoning Commission, acting as the City's local planning agency, had also <br />reviewed this item at its November 9, 2012 meeting and unanimously recommended approval. <br />Budget Impact: There is no impact to the City budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Ordinance 11 -1364 on first reading and transmittal to the Department of Economic Opportunity. <br />
