CASSELBERRY CITY COMMISSION <br />Minutes of November 14,2011 — Regular Meeting <br />Page 12 of 23 <br />Notice of Public Hearing: The Notice of Public Hearing relative to Second Reading of Ordinance 11 -1361 <br />was published in the Orlando Sentinel on November 3, 2011. <br />Staff Presentation: Sandra Smith, Development Services Manager, gave a brief overview ofthe ordinance to <br />the Commission, noting that the Commission had approved the ordinance on first reading. <br />Ms. Smith explained that the City currently allows four different types of temporary signs and among them are <br />temporary road construction banners. She stated that staff is proposing that in addition to the signage currently <br />allowed by the Code, additional language be included to provide for allowance of an individual ground sign at <br />each multi- tenant center, as well as allowing each tenant space to have a banner. She explained that the criteria <br />being proposed include up to 75 percent of the length of the tenant space or 16 feet, whichever is less; a three <br />foot height; and that the same type of font, font color and background color be utilized on the banner. She <br />added that staff is proposing elimination of the current section of code related to temporary road signs, as it's <br />located under Banners, Pennants, Balloons and Streamers, and creating a new section ofthat particular portion <br />of the Code specifically related to road construction signage in which would be placed all the criteria. <br />Ms. Smith advised the proposed changes had gone before the Planning and Zoning Commission and they had <br />provided a favorable recommendation to the City Commission. <br />Discussion: Discussion ensued during which Ms. Smith clarified that the proposed ordinance provided for a <br />time certain of 24 months for the temporary signage. In response to questions, she further clarified the signs <br />would be allowed for the duration of construction or 24 months, whichever came first and the applicant would <br />be required to request an extension from the Commission if construction was not completed within the 24- <br />month timeframe. There was additional brief discussion regarding the content of the temporary signs, and both <br />Ms. Smith and Ms. Reischmann explained that although the intent was to provide identification for the <br />business during periods of construction, the City's Code did not have requirements as to the content of the <br />wording on the signs. Ms. Reischmann stated this was necessary in order to keep the City's sign code <br />constitutional. Ms. Smith further clarified that only businesses already having a permitted permanent business <br />sign in place could apply for this type of temporary sign. She also explained that changeable copy or trailer <br />signs would be allowed twice per year for a period of 30 days each with 120 days between times, and that those <br />would be limited to the entire center, not per tenant space. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 11 -1361 to hear and consider <br />comments and questions regarding this issue. No one came forward. Mayor Glancy closed the public hearing <br />relative to Ordinance 11 -1361. <br />Recommendation: The City Manager and the Community Development Director recommended adoption of <br />Ordinance 11 -1361. <br />MOTION: Commissioner Solomon moved to approve and adopt Ordinance 11 -1361 on <br />second and final reading, as presented. Motion was seconded by Commissioner <br />Hufford. Motion carried unanimously by voice vote 4 -0. <br />
