CASSELBERRY CITY COMMISSION Minutes of November 14,2011 — Regular Meeting Page 11 of 23 Budget Impact: The fourth Quarter Budget Amendment spreadsheet details changes in fund balances as a result of Budget amendments adopted by the City Commission at various meetings for the fourth quarter of FY 2011. These changes are presented in summary in the "Amended Fourth Quarter Budget Amendments" spreadsheet and reflect changes in individual fund balances. Recommendation: The City Manager and the Finance Director recommended approval of Resolution 11- 2326. Correction of Code Enforcement Lien Related to 429 Elm Drive Introduction: Consideration to correct a code enforcement lien that was applied in error on the property located at 429 Elm Drive (Case #CE -10- 01378), bringing the lien amount from $6,550 to $0 is requested. Budget Impact: There is no impact to the City's Budget. Discussion: The property at 429 Elm Drive was not in violation and the fines imposed in Code Enforcement Board Case #CE -10 -01378 were mistakenly applied to the wrong address. The Code Enforcement Board voted to rescind the initial order in the case and recolmnended to the City Commission that the lien be cancelled, as well. Recommendation: The City Manager and the Community Development Director recommended approval of the Code Enforcement board's recommendation to rescind the Order for Case #CE -10 -01378 and the recorded lien on 429 Elm Drive. MOTION: Commissioner Hufford moved to approve the Consent Agenda as presented. Motion was seconded by Commissioner Solomon. Motion carried unanimously by voice vote 4 -0. A. Public Hearing: Second Reading of Ordinance 11- 1361 — Amending ULDR Section 3 -16.4, On- premises temporary sign regulations, related to road construction protects (LPA 11 -17) The City Clerk read Ordinance 11 -1361 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA; AMENDING THE CITY OF CASSELBERRY CODE OF ORDINANCES, PART III, SEC. 3 -16.4, "ON PREMISES TEMPORARY SIGN REGULATIONS ", TO PROVIDE TEMPORARY SIGNAGE OPTIONS TO BUSINESSES AFFECTED BY FUTURE CONSTRUCTION PROJECTS ALONG SR 436, US HWY 17 -92, AND SEMINOLA BOULEVARD; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE ".
