CASSELBERRY CITY COMMISSION <br />Minutes of November 14,2011 — Regular Meeting <br />Page 11 of 23 <br />Budget Impact: The fourth Quarter Budget Amendment spreadsheet details changes in fund balances as a <br />result of Budget amendments adopted by the City Commission at various meetings for the fourth quarter of FY <br />2011. These changes are presented in summary in the "Amended Fourth Quarter Budget Amendments" <br />spreadsheet and reflect changes in individual fund balances. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 11- <br />2326. <br />Correction of Code Enforcement Lien Related to 429 Elm Drive <br />Introduction: Consideration to correct a code enforcement lien that was applied in error on the property <br />located at 429 Elm Drive (Case #CE -10- 01378), bringing the lien amount from $6,550 to $0 is requested. <br />Budget Impact: There is no impact to the City's Budget. <br />Discussion: The property at 429 Elm Drive was not in violation and the fines imposed in Code Enforcement <br />Board Case #CE -10 -01378 were mistakenly applied to the wrong address. The Code Enforcement Board <br />voted to rescind the initial order in the case and recolmnended to the City Commission that the lien be <br />cancelled, as well. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />the Code Enforcement board's recommendation to rescind the Order for Case #CE -10 -01378 and the recorded <br />lien on 429 Elm Drive. <br />MOTION: Commissioner Hufford moved to approve the Consent Agenda as presented. <br />Motion was seconded by Commissioner Solomon. Motion carried unanimously <br />by voice vote 4 -0. <br />A. Public Hearing: Second Reading of Ordinance 11- 1361 — Amending ULDR Section <br />3 -16.4, On- premises temporary sign regulations, related to road construction protects <br />(LPA 11 -17) <br />The City Clerk read Ordinance 11 -1361 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA; AMENDING THE CITY OF <br />CASSELBERRY CODE OF ORDINANCES, PART III, SEC. 3 -16.4, "ON PREMISES TEMPORARY <br />SIGN REGULATIONS ", TO PROVIDE TEMPORARY SIGNAGE OPTIONS TO BUSINESSES <br />AFFECTED BY FUTURE CONSTRUCTION PROJECTS ALONG SR 436, US HWY 17 -92, AND <br />SEMINOLA BOULEVARD; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, <br />AND EFFECTIVE DATE ". <br />
