CASSELBERRY CITY COMMISSION <br />Minutes of February 11, 2013 — Regular Meeting <br />Page 2 of 12 <br />The City Clerk called the roll of Elected Officials. All were present with the exception of Commissioner <br />Miller, who was out of town on a business trip. (Commissioner Miller's Excuse of Absence request was <br />placed under the ConsentAgenda for consideration.) <br />5. MINUTES <br />A. Minutes of January 28, 2013 — Regular Meeting <br />MOTION: Commissioner Aramendia moved to approve the minutes of the January 28, <br />2013 Regular Meeting, as presented. Motion was seconded by Vice Mayor <br />Solomon. Motion carried unanimously by voice vote 4 — 0. <br />Mayor Glancy advised that due to illness Finance Director Rebecca Bowman was unable to be present to <br />accept the following awards, but they would be presented to the Finance Department for the record. <br />A. Certificate of Achievement for Excellence in Financial Reporting <br />Mayor Glancy presented the Certificate of Achievement in Excellence in Financial Reporting from the <br />Government Finance Officers Association. <br />B. Award for Outstanding Achievement in Popular Annual Financial Accounting <br />Mayor Glancy presented the Award for outstanding Achievement in Popular Annual Financial Accounting <br />from the Government Finance Officers Association. <br />7. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individual came forward: <br />Mayor Glancy reminded Mr. Fraleigh to keep his tone and comments respectable. <br />Mr. James Fraleigh, 23 Teresa Court, stated that he felt he was being singled out by the <br />Commission, as comments were made to him prior to speaking that were not made to other <br />speakers. He added that he believed this was a violation of his constitutional rights. Mr. <br />
