All were present with the exception of Commissioner Miller, who was out of town on a business trip. (Commissioner Miller's Excuse of Absence request was placed under the ConsentAgenda for consideration.) 5. MINUTES A. Minutes of January 28, 2013 — Regular Meeting MOTION: Commissioner Aramendia moved to approve the minutes of the January 28, 2013 Regular Meeting, as presented. Motion was seconded by Vice Mayor Solomon. Motion carried unanimously by voice vote 4 — 0. Mayor Glancy advised that due to illness Finance Director Rebecca Bowman was unable to be present to accept the following awards, but they would be presented to the Finance Department for the record. A. Certificate of Achievement for Excellence in Financial Reporting Mayor Glancy presented the Certificate of Achievement in Excellence in Financial Reporting from the Government Finance Officers Association. B. Award for Outstanding Achievement in Popular Annual Financial Accounting Mayor Glancy presented the Award for outstanding Achievement in Popular Annual Financial Accounting from the Government Finance Officers Association. 7. CITIZENS' COMMENTS Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of decorum. The following individual came forward: Mayor Glancy reminded Mr. Fraleigh to keep his tone and comments respectable. Mr. James Fraleigh, 23 Teresa Court, stated that he felt he was being singled out by the Commission, as comments were made to him prior to speaking that were not made to other speakers.
