CASSELBERRY CITY COMMISSION <br />Minutes of January 28, 2013 — Regular Meeting <br />Page 3 of 18 <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />1. Mr. Dave Henson, 233 Bridle Path, shared that he had attended a retirement party for Dr. Jack <br />Schluckebier celebrating his 10 years of service with the City of Melbourne. He noted that he <br />was not actually retiring, but would be transitioning to the Melbourne Airport. He advised <br />that Dr. Schluckebier was doing well and extended his best wishes to everyone back in <br />Casselberry. <br />2. Mr. John Casselberry, 700 South Lost Lake Lane, voiced concerns about the funding sources <br />for the programs recommended in the Housing Task Force White Paper Report. <br />Mayor Glancy reminded Mr. Fraleigh to speak with a respectable tone and to stay on point or he would be <br />asked to sit down. <br />3. Mr. James Fraleigh, 23 Theresa Court, stated that freedom of speech is a fundamental right <br />guaranteed by the United States Constitution and the State of Florida, and expressed his belief <br />that these meetings should be governed by rules that were not to deny anyone's basic rights, <br />including his own. He voiced various concerns about the City's use oftaxpayers' money, and <br />what he perceived to be selective enforcement of the City's rules, laws and regulations. <br />4. Mr. Andy Searles, 1340 Queen Elaine Drive, stated he was encouraged by the report earlier <br />on how well the Police were doing and commended Chief McNeil for having the survey done. <br />He thanked the Commissioners for their service and for all the positive press that has been <br />reported in the newspapers recently. <br />A. Resolution 13-2458 — Interlocal Agreement with Seminole County for Aquatic <br />Vegetation Control in Howell Creek <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />APPROVING AND AUTHORIZING THE EXECUTION OF AN INTERLOCAL AGREEMENT <br />BETWEEN SEMINOLE COUNTY AND THE CITY OF CASSELBERRY FOR AQUATIC <br />VEGETATION CONTROL IN HOWELL CREEK; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br />Introduction: Resolution 13-2458 approves the Interlocal Agreement between Seminole County and the City <br />of Casselberry for aquatic vegetation control in Howell Creek at an estimated annual amount of $1,225, and <br />authorizes the Mayor to execute said document on behalf of the City. <br />Budget Impact: This item does not have a direct immediate financial impact but commits the City to <br />providing some funding to assist with future treatments.
