CASSELBERRY CITY COMMISSION <br />Minutes of 3anuary 14, 2013 — Regular Meeting <br />Page 14 of 23 <br />he felt the burden should be on developers developing within the City and not the residents. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 12 -1383. <br />MOTION: Commissioner Hufford moved to adopt Ordinance 12 -1383 on second and final <br />reading, as presented. Motion was seconded by Commissioner Aramendia. <br />Motion carried unanimously by voice vote 4 -0. <br />A. Ordinance 13 -13 86 — Adoption of Capital Improvement Program as Part of the CitX <br />Comprehensive Plan <br />The City Clerk read Ordinance 13 -1386 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO ADOPT THE FIVE YEAR <br />CAPITAL IMPROVEMENT SCHEDULE 2013 -2017 AS PART OF THE CITY'S COMPREHENSIVE <br />PLAN IN ACCORDANCE WI.TH MANDATES SET FORTH IN CHAPTER 163, FLORIDA <br />STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Interim Connnunity Development Director Sandia Smith explained that this item was <br />essentially a housekeeping item on behalf of the City. She explained that the State requires that the City <br />annually adopt by ordinance the Five Year Capital Improvement Schedule which is also a part of the City's <br />annual budget. She added that this item was simply adhering to state requirements, and if approved on first <br />reading, the ordinance would be brought back to the Commission on February 11, 2013 as an advertised <br />second reading. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Interim Cornnunity Development Director recommended <br />approval of Ordinance 13 -1386 on first reading. <br />Public Hearing: The following individuals came forward to address Ordinance 13 -1386: <br />1. Mr. James Fraleigh, 23 Theresa Court, expressed disapproval with the City's Capital <br />Improvement Plan and voiced concerns about the citizens' access to information about <br />development plans in the City. He also voiced some concerns about safety issues involving <br />the sidewalks along 17 -92. <br />2. Mr. John Casselberry, 700 South Lost Lake Lane, expressed concerns about the City's capital <br />improvement program being tied in with the Comprehensive Plan. He stated he felt that if it <br />was not a state requirement they should be separate, as tax revenues were uncertain over a <br />five year period. <br />No one else came forward. Mayor Glancy closed the public hearing relative to Ordinance 13 -1386. <br />
